The inspection was completed by Todd Jesse of the Division. Kurt <br />Blunt represented Blue Mountain Energy during the inspection. The weather was mostly sunny with a <br />temperature around 70 degrees F. The ground conditions were dry and all portions of the mine site were <br />accessible during the inspection. <br /> <br />EXCESS SPOIL and DEVELOPMENT WASTE – Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />The Halandras Landfill is located to the north of the main facilities area and just west of CR 65. The mine closed <br />the landfill and is reclaiming the area (Photo 1). Dozer crews have begun to backfill and grade the pit that makes <br />up the landfill. The waste debris that was noted in the September inspection was removed from surface and placed <br />in the pit before backfilling began. Mine staff anticipates that they will complete reclamation on the landfill before <br />winter and plans to reseed this area at the same time as the drill pads that are being reclaimed. Mine staff <br />mentioned that they will need to monitor the area post reclamation for illegal dumping. They may complete a <br />fence around the reclaimed landfill to limit unauthorized access. <br /> <br />FISH and WILDLIFE – Rule 4.18: <br />An abundance of wildlife was observed during this partial inspection. Four deer were observed crossing CR 65 <br />near the process water ponds. A group of pronghorn were observed on the Refuse Disposal Area trying to warm <br />themselves on the black rock.
