CIVIL RESIDURCES, LLC <br /> ENGINEERS & PLANNERS <br /> October 2°d, 2023 <br /> Colorado Division of Reclamation and Mining Safety <br /> Mr. Eric Scott <br /> 1313 Sherman Street, Room 215 <br /> Denver, CO 80203 <br /> RE: Technical Revision 2—Inouye Gravel Mine(Permit M-2018.037),Weld County,Colorado <br /> Dear Mr. Scott: <br /> BURNCO Colorado LLC (BURNCO) is submitting this Technical Revision (TR2) to propose changes to the Inouye <br /> Gravel Mine(the Site) Mine Plan Map and Reclamation Plan Map. The following changes are proposed to the Mine Plan <br /> and Reclamation Plan Maps: <br /> • Mine Pit Limit Change <br /> After discussion with Occidental Petroleum, it has been determined that the wells located at the site are either <br /> currently plugged and abandoned or will be plugged and abandoned prior to final reclamation. Two of these wells <br /> are between the slung wall alignment and the pit highwall; HSR-Inouye 11-31A in the eastern mine cell and HSR <br /> Inouye 12-31 in the western mine. The 150' setback has been changed to a 30' setback and the mine pit limit has <br /> been changed accordingly. <br /> The pit limit between Phase 2A and Phase 213 has been widened to allow for a future conveyor across the site from <br /> south to north (see attached slope stability and section for this area). <br /> • Concrete and Asphalt Plant Removal <br /> There is no longer plans to have a concrete or asphalt plant at the site and this has been removed from the Mine <br /> Plan Map. <br /> • Overburden Stockpile Locations <br /> The overburden stockpile has been moved from the western side of the Phase 2A mining phase and split between <br /> two locations. The new locations for the overburden stockpiles is the northern end of the Phase 2B cell and <br /> northwest of the Phase 1 cell south of the processing area. <br /> • Product and Aggregate Plant Locations <br /> The Plant has been moved to inside the Phase 2 slurry wall in the southwest comer of Phase 2A. Oxy's Funakoshi <br /> Sam GU NO2 well has been plugged and abandoned (see COGCC report) which opened up the area for additional <br /> processing and product storage. <br /> • Addition of Conveyor <br /> A conveyor from Phase 3 to the plant has been added to the Mine Plan Map. <br /> Reclamation Cost Estimate <br /> In addition to the changes made to the Mine Plan and Reclamation Plan Maps, the Reclamation Cost Estimate has been <br /> updated to reflect the construction and SEO's provisional approval of the Phase 3 slurry wall liner. The provisional <br /> approval letter has been attached to this letter. The Phase 3 slurry wall was 3,771 linear feet and the total site slurry wall <br /> length was 9,936 linear feet.
