EXHIBIT D
MINING PLAN
General info: The Larsen Pit will be a re-entry into an older gravel pit site of the same
name. (Formerly also known as the Larsen Pit(M-1978-140)) The new Larsen Pit will
contain the older site in its entirety, and will include additional surrounding acreage as
detailed in Exhibit C.
(a) Mining of the sand and gravel deposit is scheduled to commence approximately
August 15, 2023 or once application is approved with the Division of Reclamation, Mining
and Safety; and end approximately August 31, 2033 or later if pit resources are still
available. This proposed pit is intended to be an intermittent operation as defined in
C.R.S. 34-32.5-103(11)(b) since construction material reserves will not be mined for more
than 180 days per year. Measures will be taken to comply with reclamation and other
necessary activities as established by the board to maintain the operation in a
non-producing state.
(b) The estimated depth to which soil, suitable as a plant growth medium, will be
salvaged for use in the reclamation process and will be approximately 5 inches. Topsoil
will be stripped in phases to prevent erosion, and stockpiled away from the active mining
area and haul road. Approximately 2000 cubic yards of topsoil will be stockpiled on site.
Topsoil will be stabilized with a vegetative cover until used in reclamation. Sloping of this
stockpile will be no steeper than 3HAV, and the slopes may be mulched with straw to
prevent wind and water erosion. Stockpiles will be seeded with a suitable cover crop (as
per NRCS recommendations), and straw to minimize weed production.
(c)The subsoil may contain sedimentary waste rock to be removed to reach the deposit.
The material will likely be many inches below the surface, and the thickness of
overburden or quantity of waste rock is hard to determine until mining activity occurs.
This overburden will be separately stockpiled in the same manner as topsoil mentioned
in the above paragraph b.
(d) The thickness of the sand and gravel deposit is unknown at the time of this
application, and given the past mining history of this location; may vary greatly as
mining progresses in a generally east to west direction. The depth of the mining will vary
from ten to twenty feet as the location has a natural slope to it. The deepest the mining
will be,will not be greater than current depth of the formerly reclaimed Larsen Pit. The
active mining area will not exceed a slope of more than 3HAV.
(e)An access road already exists, but will be widened to the west so as to avoid the CRP
immediately to the north by mining traffic. This access (haul road) connects directly with
the termination of County Road R. There will be no structures erected. Sand and gravel
material will either be briefly stockpiled or loaded directly onto county trucks for use on
county roads only.
(f) No disturbances, such as benches or impoundments will occur. There will be no
improvements. Material stockpile dimensions will be determined to facilitate 31-1:1 V.
PAGE 1
