Terms of the water
lease provide for up to 175 acre-feet per year of replacement water to cover depletions from both the
Holcim Bear Creek Quarry and the Holcim Wetlands SWSP/16CW3102 Decree on an annual basis. The
lease also provides Holcim the option to renew through December 2039. See Attachment B for a copy
of the water lease agreement. The current projections for depletions at the BCQ and Holcim wetlands
totals approximately 125 acre-feet per year, leaving 50 acre-feet per year available to cover depletions
from the RCQ water uses.
Summary of Plan
Holcim’s development of a new limestone quarry near Red Creek will result in out-of-priority depletions
to the Arkansas River in 2025. Table 3 summarizes the projected out-of-priority depletions from water
used for dust suppression and sanitary uses in 2024 (lagged depletions extend into 2035). Out-of-pri-
ority depletions total 17.79 acre-feet in 2025. Future depletions from this site will be quantified in an
amendment to Holcim’s augmentation plan decreed in Case No. 16CW3102.
This SWSP will utilize water leased from PBWW to replace the out-of-priority depletions on a daily basis,
and accounted for on a monthly basis, including monthly reporting to the Division of Water Resources.
