Mr. Kevin Rein
Office of the State Engineer
Page 1
It is anticipated that construction will begin in 2025, and mining will begin in 2027.
Figure 1. Holcim Red Creek Quarry
Projected Water Usage and Depletions
This section describes the potential depletions to the Arkansas River in 2025 from: (1) interception of
natural water systems during construction and mining activities and (2) water supplies developed for
use at the RCQ for dust suppression and sanitary purposes.
Impact of mining on water resources
As part of the mine permitting process, BC performed a multi-year baseline investigation to document
and characterize the hydrologic system at the RQC quarry site to evaluate if the proposed mining opera-
tions will result in the interception of groundwater, and to determine what if any hydrologic connection
may exist between groundwater and the Red Creek perennial surface water system. The draft report
characterizing the potential mining impact to groundwater and surface water system is attached as At-
tachment A.

The Red Creek surface stream is a perennial stream to the Arkansas River. The water resources investi-
gation documented in Attachment A reports the following findings:
“Groundwater modeling results indicate the future open pit will have minimal impact on the groundwa-
ter system as the pit bottom extends into the Codell Sandstone during years 0-20. However, the
groundwater model indicates there will be minimal to no impact on flow within the perennial sections of
Red Creek. Red Creek is intermittent and has no surface flow as it moves north from the proposed RCQ
boundary, indicating mining operations will likely have no impact on the Arkansas River to the north of
the site.”
