Dan MacKinnon of the Office of Surface Mining and Reclamation <br />Enforcement (OSM) and Tom Fry representing Colowyo Mine (Colowyo) accompained the inspection. Weather <br />during thei nspection was around 75 degrees fahrenheit with dry ground conditions. Part of this inspection <br />included evaluation of reclamation assoicated with Colowyo’s SL-22 (Phase II) application. For more information <br />regarding this inspeciton, please refer the tine Division’s inspection report dated 9/15/23. <br />AVAILABILITY OF RECORDS – Rule 5.02.4(1): <br />All records are kept on site at the Colowyo Mine’s office building. Please see the Division’s Availability of <br />Records checklist at the end of this inspection report for more detailed information. <br /> <br />BACKFILL and GRADING – Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />Backfilling operations was occurring in the South Taylor Pit along the eastern highwall. Spoil is being moved by <br />truck/excavator from the South Taylor Temporary Spoil Pile located just north of the pit. <br /> <br />Regarding operations was observed along the backfilled portion of the old West Pit highwall. <br /> <br />EXCESS SPOIL and DEVELOPMENT WASTE – Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />The Taylor Fill was inspected. This a permanent valley fill located within the Taylor drainage. The face of the fill <br />is well vegetated along the lower lifts. Minor erosion was observed along the upper portion of the face however <br />small rills tend to self-heal over time as vegetation becomes more established. No issues were observed. <br />
