September 11, 2023 C-1981-019/Colowyo Coal Mine ZTT <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 3 <br />Number of Complete Inspections this Fiscal Year: 1 <br /> <br /> Page 3 of 10 <br /> <br />The Collom Spoil Pile continues to be constructed as pit advancement at Collom progresses. The pile footprint <br />was inspected to ensure it was within the approved limits along the northern end of the pile. The spoil pile is <br />encompassed by a large berm along the northern end to ensure the approved limit is defined and all spoil stays <br />within the approved disturbance boundary. No issues were observed with the Collom Spoil Pile. <br /> <br />EXPLOSIVES – Rule 4.08 <br />Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br />Blasting crews were observed along the southwest end of the Collom Pit preparing for a future blast. Based on <br />observations, the blast appeared to be occurring in overburden in preparation for the dragline or truck/shovel <br />operations. The blast did not occur during the inspection. <br /> <br />FISH and WILDLIFE – Rule 4.18: <br />Elk and pronghorn were observed sporadically throughout the site. <br /> <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage – Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />East Pit: <br /> <br />All ditches within the East Pit were inspected along with their associated stock ponds. This includes the Final East <br />Pit Ditch (FEPD), North Tributary, East Pit Ditch (NTEPD), Prospect Ditch, Streeter Ditch and Section 15 Ditch. <br />NTEPD, Prospect and Streeter Ditches were stable at the time of the inspection. As noted in previous inspections, <br />the FEPD is still in need for repair but scheduled for repair and redesign as part of the approved Technical <br />Revision No. 158. Reach 1 of the FEPD was the most impacted reach of the associated ditch by the 2022 storm <br />event however the ditch has reached a steady state and no additional cutting can occur due to bedrock. The Section <br />15 Ditch is currently being constructed and no issues were observed. The NTEPD, Prospect and Streeter ditches <br />were either well vegetated or lined with rip rap. Only the FEPD had active flow during the inspection and <br />successfully flowed into the South Collection Ditch which reports to the Prospect Pond. All associated stock ponds <br />held water with only EP1 discharging into Reach 1 of the FEPD. No issues were observed. <br /> <br />Ponds associated with the East Pit are Streeter Pond, Prospect Pond, and the Section 15 Pond. The Streeter Pond <br />receives runoff associated with the Streeter Ditch. The pond held water and was discharging at the time of the <br />inspection. The embankment was stable and well vegetated. The Streeter Pond is filled with sediment and <br />scheduled to be cleaned after the cleaning of the Prospect Pond has concluded. The Prospect Pond receives runoff <br />from the FEPD, NTEPD and Prospect Ditches. The Prospect Pond held minimal water and was not discharging at <br />the time of the inspection. The pond was being cleaned during the inspection. Sediment was being excavated and <br />hauled up to the West Pit where it was being staged for drying and will eventually be used as backfill material. <br />Construction of the Section 15 Pond was occurring during the inspection.
