intermittently throughout the reclamation parcels however has been sprayed as documented in previous inspection <br />reports. Thistle observed during the inspection showed signs of wilting or were already dead. Overall, each parcel <br />was walked through and inspected and were well vegetated. <br />TOPSOIL – Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />Although not specifically addressed in Rule 3.03, the Division evaluates topsoil replacement in conformance with <br />Rule 4.06 and permit requirements as a component of Phase II bond release. Colowyo is approved for variable <br />topsoil depth placement and as per Colowyo’s PAP. “Topsoil will… …be redistributed and graded to a variable <br />replacement depth following the general rule of thin topsoil (<6) inches on ridge tops to gradually thicker topsoil <br />moving down the slopes to the drainage bottoms for the grazingland land use targeted areas. Sagebrush Steppe <br />areas will ideally receive an average of approximately 4 inches of topsoil that will likely be more uniform <br />application to encourage proper seeding depth and overall shrub establishment conditions.” <br />Topsoil verification was done prior to the SL-22 inspection and was documented in the Divisions inspection report <br />dated 8/2/23. All topsoil verification holes were dug to a minimum of 10 inches or until topsoil was no longer <br />visible. For additional information, please refer to the Division inspection report dated 8/2/23.
