Welborn Sullivan Meck&Tooley&Leadville Sanitation 8
June 9,2023
low level ug/L limits. JVA recommends the testing and reporting of all metals for the Mill
be changed to ug/L for low level metals analysis.
Response:
8. The size of the FTD will not affect cyanide usage at the plant. Cyanide consumption is
planned to be 4lbs/ton-ore, or O.8Otons/day, or 24.4tons/month. Cyanide will arrive on
site in pellet form and will be stored in a sealed and secured facility, posing no threat to
neighbors or the water supply. Also, tailing will go through a cyanide detoxification
process before being deposited in the FTD.
9. UMC's FTD design considers: CUP offset requirements, Leadville Sanitation concerns
with respect to proximity to WWTF areas (as well as proximity concerns by other
neighbors). See figure below. The FTD design includes:
o "located uphill and even closer to the District's polishing pond"
The FTD is offset 250-ft from the corner of the Leadville Sanitation property
corner. See Figure 2. This is shown by the yellow circle. This places the
nearest corner of the FTD about 47Oft from the nearest portion of the polishing
pond. (The south centerline of the FTD is about 56Oft from the nearest point on
the polishing pond, which is slightly less than the original TSF- now the ECS).
The original TSF was 575ft from the nearest portion of the polishing pond.
The material will be placed on the FTD on a 4:1 slope to a maximum height of
about 45ft-about the height of the existing trees. This means that the elevation of
the tailings on the edge of the FTD will be Oft and will reach 45 vertical feet over
a horizontal distance of 18Oft at the highest point. From the 47Oft distance
shown in the figure, the FTD will reach a maximum height of about 3Oft over a
distance of 12Oft.
