© COLORADO
Division of Water Resources
" Department of Natural Resources
Response to Consideration of Limited Impact Operation Reclamation Permit
Application
DATE: July 31, 2023
TO: Elliott R Russell, Environmental Protection Specialist
FROM: Kate Fuller, Water Resources Engineer
RE: London Mine, Permit No. M-2023-15
Applicant/Operator: MineWater, LLC
Phone Number: 720-883-6700
NE'/a NEIA Section 18, Township 9 South, Range 78 West, 6th P.M.
Water Division 1, Water Districts 23, Park County
CONDITIONS FOR APPROVAL
® The proposed operation does not anticipate exposing groundwater. Therefore, exposure of
groundwater must not occur during or after mining operations. Dewatering operations at the site
must be in accordance with all terms and conditions of the decree entered in case no. 91CW0077.
® Any stormwater runoff intercepted by this operation that is not diverted or captured in priority
must be released to the stream system within 72 hours; otherwise the operator will need to make
replacements for evaporation.
COMMENTS: The London Mine is two historically mined sites of 9.9 acres located approximately 5 miles
west of the Town of Alma, Colorado. The subject application is for a 110(d) Limited Impact Designated
Mining Operation Permit.
The South London Stockpile area consists of 3.9 acres of waste materials from previous mining operations.
The proposed operations will remove the material to the Central Extension and Sorting Plant area, which
consists of 6.0 acres, where the material will be sorted. The Central Extension and Sorting Plant area has
roadways, structures, level pad areas, a runoff control pond, and waste rock dumps. Both areas include
waste rock, low grade ore, mining structures, water impoundments, and roads.
The runoff is contained and directed to an existing discharge sedimentation pond on the site. The
applicant should be aware that any stormwater runoff or precipitation intercepted by this operation must
infiltrate into the ground or be released to the stream system within 72 hours, otherwise the operator will
need to obtain a plan for augmentation or substitute water supply plan to make replacements for the
evaporation of such water captured out-of-priority.
Waters from the London Water Tunnel were decreed as developed non-tributary waters in case no. W7538
and consolidated cases nos. W8036(75) and W8256(76) for a total of 874.37 acre-feet per year at rates of
flow ranging from 0.68 cfs to 1.59 cfs, plus 100 acre-feet per year at rates specified in case no. W7538.
On March 24, 1953, in CA 3286, Priority no. A-213 was given a 1932 priority for 5 cfs of tributary water
which came from the London Water Tunnel. An average of 7.4 cfs of recharge water reaches the London
Syncline, including waters decreed in case no. W7538 and consolidated case nos. W8036(75) and
W8256(76). The allowed uses of this 7.4 cfs which were decreed in case no.
