Josh Voorhis(FS), Darrell Evig(Public Works Director), Joe Moyers(Transportation
Manager), Koby Dunkin(District 2 Supervisor), Cindy Jones(GIS) and myself were in attendance on Wednesday.
Three main topics were discussed-maintenance schedule, snow plowing schedule, and public access.
For maintenance, Public works will do maintenance on an as needed basis for 1.26 miles, starting at CR12 to the spot
where the road divides into three. This is what is funded by HUTF. This portion of the road will be maintained to the level
that a two-wheel drive vehicle can pass. The potholes near the front of the road and by the creek will be addressed before
snow.
For snow removal, CR696 will be scheduled the same as CR12. CR12 is currently a primary road and is plowed as a first
day road. Obviously plowing schedules are dependent on weather, drifting, equipment and personnel, and how long it
takes to open other roads, as well as other factors.
The biggest issue discussed was public access for the entire length of CR696, from CR12 to CR12. The consensus is
that this road must remain open to public access. It crosses and allows access to Forest Service and BLM properties as
well as patented and unpatented mining claims not held or leased by the London Mine. This road has been in constant
use for mining and public land access for more than a hundred years and is an open public road(the road is shown on
USGS maps from at least 1912, and parts probably can be found as far back as 1876). This means that any gates or
obstacles to travel must be removed from the top and bottom of CR696. This does not mean that unauthorized persons
are allowed off of the road as it goes through patented claims or other private property, nor are these persons allowed to
enter onto private lands. We do understand the problems caused by trespassing off of the public road and we are open to
talking about ways to alleviate this problem. Perhaps a fence along the road would help.
Please contact us with any questions you may have,
Greg Kasparek
Right of Way Manager
Park County Public Works
-----Original Message-----
From: Joseph Harrington [mailto:jgh@minewater.com]
Sent: Friday, September 22, 2017 7:57 AM
To: Greg Kasparek
Cc: Josh-FS Voorhis; Darrell Evig; Joe Moyers
Subject: Re: Meeting re CR696
I apologize to all--I had this calendared for today for some dysfunctional reason on my part. Then when I looked to print
the email chain I see it is already past on Wednesday.
I'm available for a conference call using our conference call in line at any time. In the meantime what was the outcome of
the meeting that I missed?
Joe Harrington
President--MineWater LLC
www.MineWater.com
720-883-6700
> On Sep 14, 2017, at 9:15 AM, Greg Kasparek<Kasparek@parkco us>wrote:
>All have confirmed meeting on Wednesday 9/20, 3:30pm at the Fairplay Public Works conference room to discuss
https://mail.google.com/mail/u/0/?ik=175352f7O8&view=pt&search=all&permmsgid=msg-f:1579519434672997459&simpl=msg-f:15795194346729974... 1/2
