• topsoil was removed during haul road construction. <br />During 1994 the gravel access road to the shop office area was expanded to provide for <br />truck parking and maintenance. The access road is wide enough so a coal haul truck can <br />turn around. Approximately 0.6 acres was disturbed. Topsoil was removed during the <br />construction of the expanded access road. The topsoil was placed on or near the exiting <br />east topsoil stockpile #2. According to the Soils Map (Map 3), approximately 8-inches <br />of topsoil was available in this area. Approximately 960 cubic yards of topsoil was <br />salvaged. Topsoil stockpile #2 should contain approximately 1638 CY (678 + 960). <br />An estimated 5243 (4,283 + 960) cubic yards of topsoil has been removed and stockpiled <br />in the locations shown on the Topsoil Handling Plan Map (Map 8). (Stockpile #1 - 3,605 <br />CY Stockpile #2 1638 CY} <br />The vegetation was not removed from the topsoil before it was salvaged. Rule 4.06.2(1) <br />indicates only vegetation that would interfere with the use of the topsoil need be <br />removed. The vegetation existing on the topsoil is orchardgrass. This grass will not <br />interfere with the use of the topsoil. Salvaging the vegetation with the topsoil maximizes <br />the amount of topsoil salvaged because none is lost during vegetation removal and humus <br />is added to the soil which improves the quality of the topsoil when it is used during <br />reclamation of the site. <br />• overburden <br />No major subsurface disturbances are planned by TCC during the facility construction; <br />therefore; no overburden will be removed or stored as a result of the loadout <br />construction. <br />Grading of the site prior to installation of equipment will occur as shown on the Facilities <br />Map (Map 5). After grading has been completed for the planned site configuration, the <br />temporary cut and fill slopes will be mulched and revegetated to control erosion and to <br />stabilize the area during the life of the operation. The interim revegetation plan will <br />include mulching with a native hay at a rate of 2,000 pounds per ace and seeding a <br />mixture as shown in Table 1, Proposed Seed Mixture. Seeding will be completed during <br />the Spring of 1983 as soon as practical after snowmelt. <br />Coal Handling Structures <br />A detailed description of the coal handling and loadout facilities for TCC are found in the <br />earlier section discussing Facilities. The location of these facilities is shown on the <br />Facilities Map (Map 5).
