PERMIT#: M-2006-003 <br /> INSPECTOR'S INITIALS: ECS <br /> INSPECTION DATE: August 23,2023 <br /> OBSERVATIONS <br /> This was a monitoring inspection conducted by DRMS at the Hall Irwin Parker/Dersham site. This site is <br /> located near the intersection of WCR 2 (Baseline Road) and WCR23 immediately northwest of Brighton in <br /> Weld County. There are 52.3 acres currently permitted at this 112c site in two separate areas at the NW and SW <br /> corners of the Hall-Irwin Baseline site. The inspection was conducted by Eric Scott of DRMS. The DRMS <br /> representative met with permittee representative Damon Zuetell of Hall-Irwin at the site office at approximately <br /> 09:30. DRMS noted that the site identification signs were present for both Baseline(M1997-058) and adjacent <br /> permit Parker-Dersham(M2006-003) near the entrance to the property off of WCR 2 (Photo 1). <br /> The inspection was requested by Hall-Irwin to get DRMS feedback and documentation of the reclamation work <br /> that was completed on the Baseline and Parker-Dersham permits over the 2021 season. During a 2020 <br /> inspection of the site it was noted that mining activity ended at this site several years ago, and the majority of <br /> the remaining work to be done consisted of cleaning up the reservoir area above water line, removal of excess <br /> overburden from the northern area, surface grading, replacing topsoil stockpiles, and establishing the <br /> appropriate reclamation vegetation. The lined reservoir area has been approved by the SEO office. <br /> As can be seen in the attached site photos (Photos 2-5), reclamation of the southern portion of the permit(area <br /> sharing a lined reservoir with Baseline permit) has been completed, and all that remains in the south area of the <br /> permit for full reclamation to be completed is for the reclamation vegetation to establish. In September of 2021, <br /> all areas above the reservoir waterline were seeded and mulched. <br /> Unfortunately, as can be seen in the attached photos, very little of the 2021 reclamation seeding was successful, <br /> and the site is still dominated by weed cover. Although the earthwork completed to date at the site appears to <br /> be stable, the reclamation vegetation is poor to non-existent. The site will likely need to be tilled to control the <br /> existing weeds, then reseeded and mulched. The site will need to be maintained to encourage the growth of the <br /> required reclamation vegetation. This will likely take a few growing seasons, and in the meantime, the site will <br /> need mowing and weed control activities conducted as needed. <br /> The north area of the Parker-Dersham site, to be reclaimed as upland, still contains a large overburden stockpile <br /> and over-size material that will need to be removed prior to final reclamation grading, topsoil replacement, and <br /> seeding. Mining activity ended at this site several years ago, therefore reclamation needs to be completed in a <br /> very timely manner.
