RULE 2 PERMITS <br /> <br />Collom – Rule 2, Page 72 Revision Date: 4/28/22 <br /> Revision No.: TR-154 <br /> <br />Anaylsis Laboratory, Emergency Vehicle Garage <br /> <br />Please refer to Volume 1 Section 2.05.3. <br /> <br />Crushing and Loadout Facilities <br /> <br />The coal crushing and loadout facilities include two separate facilities: (1) primary crusher; (2) secondary <br />crusher and train loadout; upon completion of coal production from the South Taylor pit the secondary <br />crusher at the Gossard loadout may be removed. <br /> <br />The primary crusher facility will be located in Section 36, Township 4 North, Range 94 West, as shown <br />on Map 22B. Included in the primary crusher facility are a raw coal stockpile area, a truck dump, a <br />primary crusher, a covered conveyor, a storage bin, and a truck load-out. <br /> <br />Coal will typically be hauled from the pit in rear dump haulage trucks to the primary crusher site. The <br />coal is then dumped directly into the truck dump hopper, or stockpiled. The truck dump hopper will be <br />equipped with dust control spray bars. The coal from the stockpile can also be fed into the hopper by <br />front-end loaders taking from the stockpile. Feeders at the bottom of the truck dump hopper discharge the <br />coal into the primary crusher. Following primary crushing, the coal is discharged onto a conveyor belt <br />which transports the coal to a storage bin. The coal is then gravity discharged into highway trucks and <br />hauled to the secondary crusher facility. <br /> <br />The secondary crusher and train load-out facility is known as the Gossard Loadout and is located in <br />Section 22, Township 4 North, Range 93 West, and is described in Section 2.05.3 in Volume 1. <br /> <br />Explosives Storage Area <br /> <br />The Collom area explosives storage facilities are shown on Map 22B, and will meet or exceed all MSHA <br />and BATFE regulations. Overall volume of high explosives used by Colowyo collectively while mining <br />activities transition over time from the existing operation to the Collom area exlusively logically dictates <br />the number, capacity and configuration of the Collom facility magazines be similar existing facility to <br />ensure sufficient magazine capacity is available at the time peak utilization of high explosives in the <br />Collom area will occur. This logical approach is also applied to the ammonium nitrate, emulsion and <br />Type V magazine storage area also identified on Map 22B. As these structures contain blasting materials <br />and not high explosives, specific requirements governing their management are different and as such are <br />separated by location from the high explosives storage area. <br /> <br />Loadout <br /> <br />Colowyo's loadout, the Gossard Loadout, is located at the end of the Colowyo’s rail line. The only <br />segment of the spur within the permit area is shown on Map 22A, Existing Structures North. <br /> <br />Power Lines <br /> <br />Because Colowyo utilizes electric-powered mining machines power lines will be located in the permit <br />area to supply electricity to the equipment and facilties. The location of the supporting power lines within <br />the Colowyo existing permit area is included in Volume 8, Map 22A. Power lines for the Collom <br />expansion area are shown on the Structures and Facilities map (Map 22B). The 69kV power line that is <br />routed through the permit boundary to the Collom facilities area will be owned, operated, maintained by <br />White River Electric Assoication (WREA) not Colowyo, and will remain in place to service the area post-
