3.4 BLASTING <br />All blasting activities will comply with applicable state and federal laws. Blasting operations will be con- <br />ducted so that the safety of those at or near the mine site area will be protected. Map M -13a (three <br />sheets) gives the location of the Trapper explosives storage and handling facility. Blasting activities will <br />have no impact on the safety of the underground miners at Empire's Eagle mines. For a further <br />discussion of the effects of blasting on the underground mining operations, see Appendix L, Blasting. <br />3.4.1 Pre -Blast Survev <br />If a pre -blast survey is requested by an owner or resident within one-half mile of the proposed permit area, <br />it will be in accordance with applicable regulations. To date, Trapper has conducted a pre -blast survey on <br />all residents within one-half mile of our proposed blasting areas. <br />The survey will determine the condition of the dwellings or structures and document any pre -blasting <br />damage and other physical factors that could reasonably be affected by blasting operations. <br />A written report of the survey will be prepared and signed. Copies of the report will be provided to the <br />person requesting the survey and the regulatory authority. <br />Table 3.4-1 lists the names and addresses of all residents and owners of dwellings within one-half mile of <br />the permit area. Pre -blast survey information for specific residents is also included in Table 3.4-1. The <br />names and addresses of owners of structures other than dwellings, along with a description of each <br />structure, is given in Table 3.4-2. All dwellings located within one-half mile of the permit area are shown <br />on Map M-1. Structures other than dwellings within one-half mile of the permit boundary are given on Map <br />M -13a. <br />3.4.2 Public Notice <br />A public notice of blasting will be published in a newspaper of general circulation in the locality of the <br />blasting site every 12 months. Certification of publication will be sent to the Mined Land Reclamation <br />Division within ten days of receipt. Copies of the blasting notice will be sent to local governments and <br />public utilities as outlined on Tables 3.4-2 and 3.4-3. Any residence within one half mile of proposed <br />blasting sites will also receive a copy of the blasting notice as well as information advising the resident or <br />owner how to request a pre -blasting survey (Table 3.4-1). Copies of blasting notices will be redistributed <br />by mail to the entities outlined in Tables 3.4-1, 3.4-2 and 3.4-3 every 12 months. <br />The blasting notice will identify the areas where blasting will take place as accurately as possible. The <br />notice will also include the safety measures that will be taken to guard against accidental entrance to a <br />blasting area and the procedure taken to announce a blast.
