Prior to permanent cessation of operations, all structures no longer required such as dams, <br />diversions, powerlines, roads and buildings will be removed and those areas permanently <br />reclaimed. All salvageable road base and surface materials, concrete and asphalt will be <br />disposed of by burial in one of the final pits. All salvageable machinery and equipment will be <br />removed from the mine area. Any unsalvageable machinery and equipment will be buried in one <br />of the final pits. <br /> <br />Drill holes will be reclaimed in an appropriate manner (refer to Section 3.3). Excavations, <br />trenches and ditches will be removed by backfilling or grading or both. Heavily compacted areas <br />will be scarified or disced. Final pits will be filled in and the highwalls eliminated by using the spoil <br />in the last few cuts for backfilling the final cut. Usually this would involve the last four cuts. <br /> <br />All affected areas will be backfilled, graded, retopsoiled and revegetated. The result will be the <br />permanent reclamation of all affected areas. The specific type of permanent reclamation for a <br />particular area will be dependent upon the anticipated post mining land use for the particular area <br />(refer to Section 4.2). <br /> <br />Because it is extremely unlikely that permanent cessation of operations will occur during the term <br />of this permit, the closure plans discussed are general. The permit for the term that will include <br />the year 2028 (the year it is expected that permanent cessation of operations will occur) will <br />include a specific and detailed closure plan. <br /> <br /> <br />3.1.8 Surface Mining Near Underground Mining <br /> <br />During the time period 1988 to 1991, Trapper Mining Inc. conducted mining activities within 500 <br />horizontal feet of the underground mine workings of Eagle No. 5 Mine, controlled by Empire <br />Energy Corporation. These underground workings, shown on Map M-8, C Pit Blasting Plan, are <br />mostly abandoned room and pillar mining areas for which an estimated 85% extraction was <br />accomplished. <br /> <br />During the remainder of Trapper Mine's operation, no surface mining operations will be affecting <br />the underground activities. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />3-18
