1.0 INTRODUCTION <br />At the request of Trapper Mining, Inc., Grand River Institute (GRI) conducted a <br />Class III cultural resources inventory for two proposed mining tract areas (total 76.5 acres). <br />Area 1 is located on State (23 acres) and private (20 acres) lands, while Area 2 is solely on <br />State (33.5 acres) lands in Moffat County, Colorado. The inventory was conducted by Carl <br />E. Conner, Principal Investigator and Field Supervisor, under State of Colorado <br />Archaeological Permit No. 81366. Conner was assisted by Natalia Conner and Barbara <br />Davenport. <br />The inventory was undertaken to ensure the project's compliance with Federal and <br />State legislation governing the identification and protection of cultural resources. The <br />purposes of this investigation were to identify cultural resources within the areas likely to be <br />affected by lease modification, to evaluate these sites' eligibility for listing in the National <br />Register of Historic Places (NRHP), and to make management recommendations for those <br />determined to be eligible or potentially eligible. <br />For federally funded or licensed projects, such studies are done to meet requirements <br />of Section 106 (54 U.S.C. § 306108) of the National Historic Preservation Act (54 U.S.C § <br />300101 et seq.), the National Environmental Policy Act of 1969 (42 U.S.C. 4321), <br />Executive Order 11593 (36 F.R. 8921), the Historical and Archaeological Data-Preservation <br />Act of 1974 (16 U.S.C. 469), the Federal Land Policy and Management Act of 1976 (43 <br />U.S.C. 1701), and the Archaeological Resources Protection Act of 1979 (16 U.S.C. 470aa et <br />seq., as amended). These laws are concerned with the identification, evaluation, and <br />protection of fragile, non-renewable evidence of human activity, occupation, and endeavor <br />reflected in districts, sites, structures, artifacts, objects, ruins, works of art, architecture, and <br />natural features that were of importance in human events. Such resources tend to be <br />localized and highly sensitive to disturbance. <br />2.0 LOCATION OF PROJECT AREA <br />The project areas are located approximately five miles southwest of the town of <br />Craig, in Moffat County, Colorado. Area 1 occurs in the center of the W½ Sec. 27, and <br />Area 2 is divided between the S½ SW¼ of Sec 28, the N½NW¼ of Sec 33, and the <br />N½NE¼ of Sec 32, T. 6 N., R. 91 W.; 6th PM (Figure 1). <br />3.0 ENVIRONMENT <br />This section is subdivided into summaries of the geology, physiography, soils, biota, <br />and climate. It also provides a discussion of how the environment may have affected <br />prehistoric and historic occupation of the area. <br />1
