prehistoric cultural resources were encountered, but that finding is consistent with the low <br />density of previous finds in the surrounding areas. <br />The documentation of the historic highway represents regional Euro- <br />American activity from the early to mid-century, which is consistent with the early <br />development of the region. The area surrounding the study location would have seen <br />homesteading and exploration activities as far back as the late 1870s, based on the GLO <br />survey plats. Hunting and trapping, farming and ranching, and mining served to draw <br />settlers <br />to the region over the years. In the project vicinity, land patent filings suggest an increase in <br />settlement during the 1920s. This appears to correspond to the increased ease of access to <br />the area in general. <br />9.0 DETERMINATIONS OF EFFECT/MANAGEMENT RECOMMENDATIONS <br />The eligibility determination and consultation process is guided by Section 106 of <br />the NHPA (36 CFR 60, 63, and 800). Inventory to identify, evaluate, and mitigate potential <br />effects to cultural resources affected by an undertaking is the first step in the Section 106 <br />process. Final determinations of NRHP eligibility and effect should be sought from the <br />controlling federal agencies in consultation with the State Historic Preservation Officer <br />(SHPO) and the Advisory Council on Historic Preservation. <br />A files search was conducted through History Colorado’s Office of Archaeology and <br />Historic Preservation (OAHP). This review indicated that a section of previously recorded <br />historic liner site (5MF.5138) occurs in Area 2 of the project area and was revisited and <br />reevaluated. Besides the fore mentioned site, no additional cultural resources were <br />identified during the inventory <br />Site 5MF.5138 is historic State Highway 13 and overall it has been deemed eligible <br />for listing on the National Register of Historic Places under Criterion A; associated with <br />events that have made a significant contribution to the broad pattern of our history. <br />Activities of the revisit included recording the segment within the study area as <br />5MF.5138.10, assessing its condition and evaluating its significance. Since the historic road <br />segment has been altered significantly at this location, this portion of the resource lacks <br />elements of integrity including feeling, setting, materials, design and workmanship. Only <br />integrity of the location and association remains, as seen on historic GLO maps and quad <br />maps. The proposed project will alter the topography within the segment, however since it <br />has already been affected by modernization (graveling), a new road bisecting the segment <br />and reclamation work, there will be no adverse effect to the resource. No further work is <br />recommended. <br />10
