Foidel Creek Mine (Permit No. C-1982-056)

Dear Sir or Madam:

The Colorado Division of Reclamation, Mining and Safety is proposing to approve a renewal application for
coal mining and reclamation permit. The application was submitted by Twentymile Coal, LLC on November
18, 2022 for the Foidel Creek Mine. In accordance with Rule 2.08.5(3)(b) of the Rules and Regulations of
the Colorado Mined Land Reclamation Board for Coal Mining, we are providing notice of this proposed
decision.

Any person with an interest which may be adversely affected by the proposed decision may request a formal
hearing before the Mined Land Reclamation Board within 30 days of the date following the first publication
of the public notice by the Division in the Colorado Mountain News Media -Steamboat Pilot.

The underground mine is located approximately 23 miles Southwest of Steamboat Springs, Colorado. The
permit area is further described as follows:

In portions of Sections 7, 8, 9, T4N, R86W; Sections 32 and 33, T6N, R86W; Sections 23, 24, 25, 26, 27, 34,
35 and 36 in T5N, R87W; and all of T5N, R86W with the exception of Sections 34, 35, and 36.
