BRL made a onetime payment to the U.S. Forest Service to <br /> mitigate the effects of the estimated water depletion. <br /> On the basis of available information, the Division finds that the proposed operation will <br /> not affect the continued existence of threatened or endangered species or result in the <br /> destruction or adverse modification of their critical habitats (2.07.6(2)(n)). <br /> Fish and wildlife habitat is a planned post-mining land use. The applicant has selected <br /> appropriate plant species to benefit fish and wildlife (4.18(4)(i)). <br /> XIV. Protection of Underground Mining - Rule 4.19 <br /> This Section is not applicable to the Bowie No. 1 Mine permit. <br /> XV. Subsidence Control - Rule 4.20 <br /> Subsidence is discussed in Section 2.05 of Volume 1 of the PAP. Subsidence appendices <br /> are found in Volume 3 of the PAP. Baseline documentation of surface water features <br /> potentially impacted by subsidence is located in Volume 4. Annual hydrologic reports and <br /> subsidence reports have been produced annually by the operator since 1982. <br /> The Bowie No. I Mine was located in the D seam and utilized conventional room and pillar <br /> methodology. The applicant completed the required inventory of structures and renewable <br /> resource lands, provided a projection of probable subsidence, developed a subsidence <br /> control plan, and developed a subsidence monitoring plan. <br /> Inventory <br /> The operator identified 41 structures within the permit and adjacent areas, depicted on Map <br /> 9-7. Twenty-six of these structures were inventoried within the permit area, as well as two <br /> water pipelines and an all-weather gravel road within Stevens Gulch. No inventoried <br /> structures will be affected by mining operations during this permit term since mining <br /> ceased over 20 years ago. <br /> The operator also identified several alluvial/colluvial surficial deposits which constitute <br /> renewable resource lands within the revised permit area. Surficial deposits have been <br /> identified within Stevens Gulch, East Roatcap Creek, and in the area of the Morrell Cow <br /> Camp. The applicant completed a subsidence survey of hydrologic features, which is <br /> described in Volume 1 (Section 2.05.6) and Volume 3 of the PAP. Additional shallow <br /> alluvial monitoring wells were installed within the alluvial/colluvial deposits for the <br /> purpose of monitoring potential effects of subsidence upon the hydrology of the surficial <br /> deposits. <br /> 37 <br />
