Introduction This document is the decision package prepared by the Colorado Division of Reclamation, Mining and Safety(the Division) for the Bowie No. 1 Mine. This document includes: 1)the proposed decision to approve the renewal application; 2) a summary which includes a history of the review of the permit application, a description of the environment affected by the operation and a description of the mining and reclamation plan; and 3)the written findings of compliance the Division has made as required by the Colorado Surface Coal Mining Reclamation Act. Detailed information concerning the findings of compliance can be found in the Regulations of the Colorado Mined Land Reclamation Board for Coal Mining. The Division received an application for a renewal to a permit no. C-1981-038 to conduct surface coal mining and reclamation operations at the Bowie No. 1 Mine. The application was submitted by J.E. Stover and Associates, Inc. on behalf of Bowie Resources, LLC (BRL), the mine operator. The mine is located on federal and private lands within Delta County, Colorado. The permit boundary can be seen on Map 9-2 of the Permit Application Package (PAP), and a detailed legal description of the lands within the permit area can be found in Section 2.03 (Volume 1 for the main portion of the mine and Volume 7 for the loadout) of the PAP. The portions of sections included in the permit boundary are as follows: Township 13 South, Range 92 West of the 6th P.M. Section 2: The southeast quarter of the section Section 10: Approximately the western three-quarters of the section Section 11: All of the section Section 12: The southern quarter of the section Section 13: All of the section Section 14: All of the section Section 15: All but 40 acres at the southwest corner of the section Section 22: Approximately the northeast corner of the section Section 23: The northern half of the section and portions of the southeast corner Section 24: Portions of the southern part of the section Section 25: Portions of the northern part of the section. Township 13 South, Range 91 West of the 6th P.M. Section 17: The southwest quarter of the section Section 18: Approximately the southern half of the section Section 19: Portions of the northern part of the section Section 29: Portions of the southern part of the section Section 30: A utility corridor in the southern and western portions of the section Section 31: A utility corridor in the northeast portions of the section Section 32: Portions of the northern part of the section. 1
