broken up and buried in place. In addition, two water tanks (100,000 gallon and 200,000 <br /> gallon) located on the north end of the disturbed area were removed. A fueling area, sewer <br /> plant, and waste oil storage tank were reclaimed; the superstructure of the fueling area has <br /> been demolished and disposed of offsite, and the sewer plant and waste oil storage tank <br /> have been removed. The concrete foundations of the fueling facility and the waste oil <br /> storage tank were broken up and buried in place. The coal which had been stockpiled at <br /> the crusher/screener bench and at the highway coal stockpile next to the train loadout was <br /> transported by truck to the Bowie No. I loadout and shipped out by rail. The highway coal <br /> stockpile area was covered in one to two feet of soil and seeded and mulched in order to <br /> temporarily stabilize the area until final reclamation. The adits at the East Mine were <br /> backfilled with compacted, non-combustible fill in 2001. <br /> Facilities at the West Mine portal bench area included three portals, a warehouse, shop, <br /> fueling station and rock dust tank. A substation provided a power linkage to the mine. All <br /> of the facility structures at the portal bench area were dismantled and removed offsite. <br /> Some of the equipment was transported to the Bowie No. 2 Mine for use. Concrete <br /> foundations were broken up and covered before the backfilling and grading operations <br /> began. The three portal adits were backfilled with compacted with non-combustible <br /> material in 2000. After structural demolition, the West Mine portal bench area was <br /> backfilled and graded. The portal bench backfilling and grading operations began in 2000. <br /> Because of site constraints, it was not possible to backfill and grade the entire site in one <br /> operation. Complete excavation of the fill material and removal of the East Roatcap Creek <br /> culvert would not leave enough room to construct a new sediment pond to treat the runoff <br /> from the reclaimed area. Therefore, BRL decided to reclaim the site in two separate stages. <br /> The first stage involved backfilling and grading the upper two thirds of the site and leaving <br /> the East Roatcap Creek culvert and about 10 feet of cover fill in place. About 300,000 cubic <br /> yards of fill were moved, with 10,000 cubic yards remaining. This allowed enough room <br /> to construct two new sediment ponds directly over the East Roatcap Creek culvert. <br /> Once the upper area is stabilized with vegetation, stage two will begin. The remaining fill <br /> over the East Roatcap Creek culvert will be excavated, eliminating the two sediment ponds. <br /> Then the East Roatcap Creek culvert will be removed. If needed, another new,but smaller, <br /> sediment pond will be constructed at the down gradient end of this disturbance. <br /> A 200,000 gallon water tank and ventilation fan were part of the West Mine fan area,which <br /> lies one-quarter mile north of the portal cut. The ventilation fan structure and the water <br /> tank were dismantled and removed offsite. In 2000,the ventilation fan shaft was filled with <br /> a layer of non-combustible material, followed by coal refuse from the run-of-mine coal <br /> stockpile. The ventilation shaft was later reworked because the fill settled. After the fill <br /> stabilized,the shaft was topped with non-combustible material.A concrete plug,reinforced <br /> with rebar, was poured over the filled shaft which was then covered with fill material. <br /> The train loadout included a scale, a truck dump, three silos,two conveyors, and a loadout <br /> building linked to a rail spur. These structures have been demolished and removed offsite. <br /> 22 <br />
