A small shop,sewage treatment and substation are still in place at the site.Although mining <br /> has ceased, the unit train loadout is still being utilized as a coal mining support facility. <br /> All facilities and coal handling structures are in compliance with the rules and regulations. <br /> III. Hydrologic Balance - Rule 4.05 <br /> Sediment Ponds and Other Drainage and Sediment Control <br /> The drainage and sediment control system designs at the mine and loadout were reviewed <br /> for compliance with Rules 2.05.3(4) and 4.05. This information is briefly described in <br /> Section 2.05 of the PAP (Volumes 1 and 7). Substantial design detail can be found in <br /> Volumes 6A, 8 and 8A of the PAP. <br /> The Bowie No. 1 mine plan was designed to minimize the impacts of the project on the <br /> surface water hydrology of the region. Disturbed area drainage from the East Mine <br /> benches, parking area, west portal fill, and loadout site were collected and treated on the <br /> site. Four sediment ponds collected disturbed area drainage from the mine benches. <br /> Another pond controlled sediment generated by the West Ridge Waste Pile. One pond <br /> controlled drainage from the timber storage area (i.e., training trailer area and ROM area), <br /> and two ponds collect drainage from the disturbed areas of the loadout, truck scales, and <br /> highway coal stockpile area. The reclamation activities associated with SL-6 removed the <br /> five ponds at the East Mine and the one pond at the timber storage area. The West Mine <br /> portal bench area drained to one sedimentation pond except for exempted portions of the <br /> fill face and the ventilation fan facilities,which had small area exemption waivers (SAES). <br /> With the reclamation work at the West Mine portal bench area, the backfilled and graded <br /> area now drains to two sedimentation ponds above the culvert in East Roatcap Creek. Small <br /> area exemptions have also been approved, as discussed above. Details can be found in the <br /> approved permit application, Volumes 8 and 8A. <br /> Alternative design criteria and specifications have been approved for use in sediment pond <br /> design and/or construction. This decision is based on a thorough analytical demonstration <br /> by a qualified professional engineer that the resulting sediment pond will be <br /> environmentally sound and structurally stable, taking into consideration physical, <br /> climatological, and other characteristics of the site (4.05.6(11)). <br /> The Division has granted small area exemption status from use of sediment ponds to <br /> several areas of the Bowie No. 1 Mine (SAES). These exemptions are justified by: <br /> • The limited size of the areas <br /> • The fact that ponds and treatment facilities are not necessary for the drainage to <br /> meet the effluent limitations of Rule 4.05.2 and applicable State and Federal water <br /> quality standards for receiving streams <br /> 23 <br />
