RECEIVED <br /> Rifle Gravel Pit #1 IJUL 19 2023 July 2023 <br /> Colorado Division of Reclamation, <br /> 14.0 Exhibit M — Other Permits and Licenses Mining and Saftey <br /> The following permits are necessary for the full operation of the Rifle Gravel Pit: <br /> • Garfield County Special Use Permit—A Garfield County Special Use permit <br /> application was submitted for Garfield County review and approval. The Garfield <br /> County Board of County Commission Meeting on January 16, 2023, approved the <br /> Land Use Permit with conditions. No operations will commence until the Land Use <br /> permit has been obtained. Attachment F. <br /> • APEN, Colorado Department of Public Health and Environment Air Pollution <br /> Emission Notification Permit—A fugitive dust Permit will be obtained prior to <br /> commencing operations. <br /> • CDPS Permit, Colorado Department of Public Health and Environment—Colorado <br /> Discharge Permit—A stormwater permit will be obtained prior to operations. <br /> • A Spill Prevention Control and Countermeasure (SPCC) Plan will be developed and <br /> submitted prior to mobilizing any chemicals on-site. See Attachment A, Sheet 13 for <br /> the typical details associated with SPCC best management practices for mining <br /> operations. <br /> • Colorado Department of Transportation (CDOT)Access Permit was issued for the <br /> mining parcel and is expired (Expired Permit No. 320024, Attachment B), providing <br /> approval for the integration of the entrance driveway into CDOT's road network. <br /> Scott will complete the CDOT permitting process by reapplying for a new Access <br /> Permit. Correspondence with CDOT staff regarding the reapplication process and <br /> requirements are included in Attachment B). Scott will not commence with the <br /> access road work until CDOT issues a new permit). <br /> • An Aquatic Resource Delineation Report was submitted to the USACE (02/28/2022), <br /> presenting the mapping and analysis resulting from the comprehensive wetland <br /> delineation effort completed for the property. The USACE provided a formal <br /> Boundary Confirmation for the submitted delineation, which confirmed the mapped <br /> extent of wetlands and the avoidance of direct impacts to those wetlands. <br /> Attachment C. <br /> • DWR Well Permit GWS-27 (Form) has been submitted. A copy of the Well <br /> Application is included in Attachment G. <br /> • State Engineers Office (SEO) Substitute Water Supply Plan (SWSP) -Augmentation <br /> via a decreed augmentation plan or a SWSP will be in place with the State Engineers <br /> Office (SEO) prior to beginning subsurface mining activities to prevent potential injury <br /> to downstream water rights. A copy of the SWSP application is included in <br /> Attachment G. <br /> • This property is not on Federal Lands and does not require permitting or consultation <br /> with federal land management agencies. <br /> • This property is not associated with any historical significance that requires <br /> consultation with the Colorado Historical Society. A Class III cultural resource <br /> inventory indicates no potential to affect potentially Eligible historic sites. <br /> 77 <br />
