Rifle Gravel Pit#1 July 2023
reclamation is proposed for most of the pond. The wetland fringe (greenbelt area) along the
edge of the pond will be constructed as the project progresses through Phase 3. It will then
be surfaced with topsoil material and seeded as mining progresses. It may require several
years for appropriate reclamation species establishment and weed control. The wetland
fringe areas (greenbelt areas) are not anticipated to exceed 0.66 acres.
Once mining activity is complete, Scott will use the Operating Area for temporary equipment
storage.
6.6.2 Active Mining Areas
Reclamation of the perimeter berms will be initiated upon completion of the construction of
these perimeter berms during Phase 1, and reclamation maintenance and monitoring will
proceed contemporaneously with the mining activity of Phase 2 and Phase 3. Reclamation
of these areas may take up to a year for regrading, contouring, and reseeding, and multiple
years after that to establish reclamation species and control noxious weeds. The berm
reclamation areas will include 2.87 acres during Phase 1 and may increase by
approximately 0.70 acres as mining proceeds due to the variability in the existing
topography. Reclamation is not proposed beyond the outer toe of the perimeter berm as no
disturbance is expected in that area, other than minor spot treatments including seeding or
weed control to address incidental impacts from berm construction.
6.7 Monitoring Reclamation Success
Continued monitoring of the reclamation will ensure its success. Scott used input from the
local NRCS office and Garfield County to determine the capacity of the reclaimed land to
support vegetation to control erosion. If minor changes or modifications are needed to the
seeding and reclamation plan, revision plans will be submitted to the Division. Information
on all disturbed and reclaimed areas, as well as any other important items regarding the
reclamation, will be submitted in the annual reports to the Division, Garfield County and
CPW, who will also be consulted on the progress of reclamation.
43
