4.3.4.3 Classification of the Wastes
• The primary regulation governing classification of solid waste is the Resource Conservation and Recovery Act
of 1976 (RCRA). Section 3001 of these regulations pursuant to this act sets the criteria for determining
whether solid wastes are hazardous or non -hazardous. Of these criteria, cofrosivily and toxicity are
applicable to utility wastes. Radioactivity currently is not used as a criterion for hazardousness. The fly ash
and bottom ash from the Hayden test bum have been subjected to test procedures proposed in the
December 18, 1978 Federal Register. The December 18, 1978, proposed criteria were made final in May
1980.
•
The fly ash and bottom ash are not corrosive. The pH of an aqueous extract of the fly ash was 11.4, while
the pH of an aqueous extract of the bottom ash was 8.6, both within the cerrosivity bounds of pH of 3-12 as
specified by the RCRA, Section 3001. This aqueous extract was generated using the Method A of the ASTM
leaching extraction procedure for wastes. Actual corrosion tests of the aqueous extracts were not conducted
as previous tests of similar fly ashes conducted by Radian indicate low corrosion rates using SAE 1020
carbon steel coupons.
Fly ash from the test bum was composded and subjected to the RCRA (December 18, 1978) Extraction
Procedure (EP) to determine the potential toxicity of the fly ash. Results are summarized in Table 4.3-7. As
can be seen, the fly ash would be
4-36
Revision: cILzL4
Approved: UP 2 1eC
