Rifle Gravel Pit#1 June 2023 <br /> o Temporary topsoil stockpiles <br /> ■ Excess topsoil for sale within 180 days, post-berm construction (estimate) _ <br /> 8,973 CY, acreage varies <br /> ■ Excess topsoil for use in post-mining greenbelt reclamation, Phase 3, will be <br /> temporarily seeded (estimate) = 566 CY, acreage varies <br /> 5.2.1.3 Water Diversions and Impoundments <br /> No water diversions will be required as part of the planned mining activities. Scott will <br /> complete minor repairs and maintenance on an existing culverted crossing of the Last <br /> Chance Ditch tailwater channel, to provide vehicle access from one side of the ditch to the <br /> other. The crossing is currently serviceable but not adequate for the operation of the <br /> proposed mining activity. This repair work will consist of placing additional overburden on <br /> the existing culvert, to replace material that has been eroded by previous ranch use (cattle <br /> loafing, irrigation flows, and general erosion). The crossing will be maintained at a 12-foot <br /> travel width. Maintenance activities of this nature undertaken on existing structures located <br /> on irrigation ditches are not a regulated activity under Section 404 as administered by the <br /> U.S. Army Corps of Engineers (USAGE). <br /> 5.2.1.4 Water Handling, Dewatering, and Permits <br /> Scott applied for coverage under Permit No. COR400000, Colorado Discharge Permit <br /> System (CDPS) General Permit (for) Stormwater Discharges Associated with Construction <br /> Activity (Attachment G). This permit has requirements that address water quality and <br /> stormwater management, including monitoring and reporting, and the development and <br /> implementation of a Stormwater Management Plan (SWMP). Scott will also install the <br /> erosion and sediment control BMPs as depicted in Figure 13, Exhibit D2. <br /> Scott will comply with the State Engineer Office's (SEO) rules and regulations regarding any <br /> water depletions that may also occur during mining operations from water lost with mined <br /> aggregate and water used for dust suppression. A copy of the Substitute Water Supply Plan <br /> is included in Attachment G. <br /> No dewatering will occur as part of the proposed wet mining operations at Rifle Pit#1. <br /> 5.2.2 Mining Preparation (Phase 2 [132]) <br /> This section describes the earthmoving, mining preparation and size of the areas to be <br /> worked during Phase 2. <br /> • An Operations Pad, including storage, processing, and sales facilities (scale house) <br /> will be constructed at the entrance to the project site. This Operations Pad will <br /> include areas for the material stockpile locations, loading chute and processor, the <br /> scale house, vehicle parking, and the minimal facilities needed for onsite staff <br /> (portable toilets, water tank, work trailer) (See Figure 9, Exhibit C4). The buildings <br /> on the Operations Pad will be temporary for the mining operations and will be mobile <br /> and portable. <br /> 5.2.2.1 Mining Methods and Earthmoving <br /> No mining will occur during Phase 2.
