Rifle Gravel Pit#1 June 2023
• Excess overburden for sale post-berm construction (secondary commodity)
(estimate):
0 30,423 CY
• Excess topsoil for sale post-berm construction (estimate)
o 8,973 CY
• Excess topsoil for use in post-mining greenbelt reclamation, Phase 3, will be
temporarily seeded (estimate):
o 566 CY
• Although not included within the Permitted Area or Affected Lands, Scott is in the
process of reapplying for a Colorado Department of Transportation (CDOT) Access
Permit (Expired Permit No. 320024, Attachment B) that includes a plan to improve
CR 346 with a hard surface from mile post 94.50 to 95.14 at the access to Rifle Pit
#1.
• Erosion and sediment control Best Management Practices (BMPs)will be installed
per the Erosion Control Plan (Figure 13, Exhibit D2) and Stormwater Management
Plan and Permit requirements.
• Approximately 6,800 linear feet of straw wattle will be installed around the perimeter
and temporary overburden and topsoil stockpiles.
Equipment
This phase will use conventional earth moving equipment to grade, remove vegetation and
stockpile topsoil, including but not limited to a bulldozer, track-hoe, and a 35-ton haul truck.
Scott will use a tractor and disc, as needed, to decompact the berm and any incidental
areas needing topsoil and seeding.
5.2.1.2 Planned Topsoil & Overburden Storage Area
The extent of the temporary stockpile areas was calculated assuming that all overburden
material and topsoil that are not used for the construction and reseeding of the perimeter
berms and reclamation of the greenbelt area, will be temporarily stockpiled on site. The
excess overburden will be sold as a secondary commodity and 8,973 CY of excess topsoil
will also be sold within 180 days. There will be 566 CY of topsoil stockpiled and stabilized
with temporary seeding and retained for final reclamation of the greenbelt during Phase 3.
The location of the stockpile areas is depicted on Figure 9, Exhibit C4 and Figure 10,
Exhibit C5 and located to provide physical separation between the stockpiles, mining
activity, and any wetland or tailwater channel buffer areas and intended to prevent
inadvertent sediment discharges off-site. Earthwork volume calculations are provided in
Figure 14, Exhibit E1.
Size of Area Worked
The size of area involved with this Phase is 19.00 acres. See Exhibit E1, for the earthwork
quantity estimates, including the areas and volumes, as applicable.
o Temporary overburden stockpile
■ 30,423 CY, acreage varies
23
