 x
MY, u`nnminteh
June 23, 2023
Mr. Lucas West
Environmental Protection Specialist
Colorado Division of Reclamation, Mining, and Safety
Lucas.west@state.co.us
Subject: Submittal of Observations and Findings, Inspection of Stockpiles with Material Larger than I-Inch
Diameter, Butala Sand and Gravel, 9000 CR 152, Salida, Colorado 81201
Dear Mr. West:
On June 20, 2023, Pinyon Environmental, Inc. (Pinyon) inspected stockpiled gravel and stone products at the
Butala Sand and Gravel facility located at 9000 CR 152, Salida, Colorado. The inspection's purpose was to
evaluate and field identify polycyclic aromatic hydrocarbon (PAH) staining and/or odors in stockpiled materials
that are too large to sample due to material size(s) that will not allow a representative sample to be collected
in a standard 4-ounce wide mouth glass sample jar. The sample jars have an opening that is 1.75-inches in
diameter. The inspection was conducted by Mr. Jeremy Musson, one of Pinyon's Principal scientists. Mr.
Musson's resume and qualifications to perform the inspection are presented in Attachment I.
Two examples of PAH staining on larger rocks are provided in the photographs below:
i
!fii
s
Boulder in photo is greater than 20-inches long Boulder in the photo is 8 to 20-inch category
K
These two examples were observed on the west side of the Mine Restricted Area (MRA) and were used to
establish what is designated as the "Looks Bad, Smells Bad" (LBSB) protocol. The staining observed on the
rocks above provide a good understanding of the color, texture, and odor related to the impacts encountered
in the MRA. This protocol was then used to evaluate the stockpiles described below.
The materials contained in the inspected stockpiles were mined from the south pit, approximately 200 feet
from the closest boundary of the MRA, located in the north pit. The inspection included the following
stockpiles:
• Boulders (greater than 20-inches in diameter) with no fine-grained particles
• Rock 8 to 20-inches in diameter with no fine-grained particles
