Therefore lagged depletions are modeled from the <br /> centroid of the pit to the Bull Seep. <br /> A Glover analysis was used to determine the lagged depletions from dewatering, evaporation and <br /> operational losses to the Bull Seep. The aquifer characteristics used in the model for the exposed surface <br /> area, dewatering and the water lost with the mined product are: transmissivity (T) = 87,000 gallons per day <br /> per foot, specific yield (SY) = 0.2, the distance from the centroid of the exposed groundwater to the stream <br /> (X) was estimated to be 350 feet, and the location of the parallel impermeable boundary (W) was estimated <br /> to be 12,900 feet from the stream. The total lagged depletions from evaporation, water lost with the <br /> mined product, dust control and dewatering are projected to be 50.43 acre-feet for this approval period <br /> and are shown on attached Table 1. <br /> Replacements <br /> Out-of-priority depletions associated with the mining operation at this site will be replaced using fully <br /> consumable municipal return flows leased from the City of Aurora ("Aurora"). The current lease with <br /> Aurora dated June 4, 2021 and extension letter dated June 20, 2023 covers depletions through December <br /> 2024. A lease extension through December 2025 or December 2026 must be provided to this office in order <br /> for this SWSP to be operated after December 2024 in accordance with Condition No. 1 below. Under the <br /> lease, water will be delivered to the outfall of the Robert W. Hite Treatment Facility (aka Metro Sewer, <br /> WDID 0200700) located on the South Platte River. Aurora may alternatively deliver water at other points <br /> along a reach of the South Platte River beginning at or below the Hite Treatment Facility and continuing <br /> downstream to a point at or above the location where the South Platte River crosses the East 104th Avenue. <br /> The Applicant must notify the Water Commissioner at least 48 hours prior to making replacement deliveries <br /> at a location other than the Hite Treatment Facility. The lease delivery schedule is shown with the attached <br /> extension letter. <br /> The Hite Treatment Facility is located approximately 6.8 miles upstream of the Frei Hatchery Pit site. The <br /> delivery schedule includes a transit loss of 0.5% per mile (3.4% for 6.8 miles) during the months of April <br /> through October and 0.25% per mile (1.7% for 6.8 miles) during the months of November through March. <br /> Conveyance loss for delivery of augmentation water to the South Platte River is subject to assessment and <br /> modification as determined by the Division Engineer. Any changes to the assessed conveyance loss will be <br /> communicated to the Division One Call List via email. <br /> A summary of consumptive uses, lagged depletions, and replacement water are provided on Table 1. <br /> Conditions of Approval <br /> I hereby approve the proposed SWSP amendment in accordance with section 37-90-137(11), C.R.S. subject <br /> to the following conditions: <br /> 1. This SWSP is approved with the effective date of June 22, 2023 and shall be valid through <br /> December 31, 2024 unless otherwise revoked or superseded by decree. The plan can be extended <br /> through December 31, 2025 or December 31, 2026 if the Applicant provides a copy of the lease <br /> extension with the City of Aurora to this office by October 1, 2025 or October 1, 2026 that includes <br /> adequate replacement water to replace depletions, after accounting for any transit losses. If this <br /> plan is not decreed in water court by the SWSP expiration date, a renewal request must be submitted <br /> to this office with the statutory fee of $257 no later than October 1, 2024 (or October 1, 2025 or <br /> October 1, 2026 if extended). <br /> 2. Well permit no. 82163-F, was obtained for the current use and exposed pond surface area at the <br /> Frei Hatchery Pit in accordance with section 37-90-137(2) and (11), C.R.S., and this permit remains <br /> valid. <br />
