May 17, 2023 C-1980-007/West Elk Mine LDS
PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11
Drainage Control; Surface Stabilization; Placement:
Processing waste was still being temporarily stockpiled on the RPE. Contractors were working material on
the RPEE in an effort to dry it out so that it could be placed permanently and compacted to design specifications.
At the time of the inspection a dozer, sheep's foot compactor and vibrating smooth drum compactor were in use.
It was expected that new material would begin to be transported to the RPEE from the RPE in about 1
week -this was dependent on weather conditions.
ROADS—Rule 4.03
Construction 4.03.1(3)/4.03.2(3),Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and
(6)/4.03.2(5) and(6), Reclamation 4.03.1(7)/4.03.2(7):
Roads around the facilities area were being damped down to control dust. The haul road to the RPEE had
been cleared of fallen rocks and graded.
RECLAMATION SUCCESS -Rule 4.15, Rule 3:
Reclamation of the disturbance associate with the de-gas borehole, west of the shaft 43 pad,had been
completed. Straw wattles had been placed to control sediment runoff A small ephemeral drainage flowed from
south to north across the reclaimed area. Following the unusually wet winter and spring the water flowing in the
drainage had eroded some of the backfilled soil from the reclaimed area. It would be ideal if the drainage could be
defined and protected with rip-rap so as to prevent further erosion in this small channel.
SLIDES and DAMAGE -Rule 4.12:
Survey mirrors had been set up on the MSB to monitor it for further movement. MCC were consulting
with Barr Engineering on a long term strategy for the area.
DOCUMENTS RECEIVED
N/A
OTHER(SPECIFY)
N/A
ENFORCEMENT ACTIONS/COMPLIANCE
No enforcement actions were initiated as a result of this inspection, nor are any pending.
Number of Partial Inspection this Fiscal Year: 7
Number of Complete Inspections this Fiscal Year: 4
Page 3 of 14
