May 17, 2023 C-1980-007/West Elk Mine LDS <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> Processing waste was still being temporarily stockpiled on the RPE. Contractors were working material on <br /> the RPEE in an effort to dry it out so that it could be placed permanently and compacted to design specifications. <br /> At the time of the inspection a dozer, sheep's foot compactor and vibrating smooth drum compactor were in use. <br /> It was expected that new material would begin to be transported to the RPEE from the RPE in about 1 <br /> week -this was dependent on weather conditions. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3),Drainage 4.03.1(4)/4.03.2(4), Surfacing and Maintenance4.03.1(5) and <br /> (6)/4.03.2(5) and(6), Reclamation 4.03.1(7)/4.03.2(7): <br /> Roads around the facilities area were being damped down to control dust. The haul road to the RPEE had <br /> been cleared of fallen rocks and graded. <br /> RECLAMATION SUCCESS -Rule 4.15, Rule 3: <br /> Reclamation of the disturbance associate with the de-gas borehole,west of the shaft 43 pad,had been <br /> completed. Straw wattles had been placed to control sediment runoff A small ephemeral drainage flowed from <br /> south to north across the reclaimed area. Following the unusually wet winter and spring the water flowing in the <br /> drainage had eroded some of the backfilled soil from the reclaimed area. It would be ideal if the drainage could be <br /> defined and protected with rip-rap so as to prevent further erosion in this small channel. <br /> SLIDES and DAMAGE -Rule 4.12: <br /> Survey mirrors had been set up on the MSB to monitor it for further movement.
