Within the Rural District, the proposed mining use is allowable as an Industrial <br /> Use, and the post mining use of passive wildlife habitat is also allowable. <br /> Within the County Comprehensive Plan (Future Land Use 2030), the entire property is within <br /> the Residential Medium High Density (2 to <6 acres per dwelling unit) overlay, and the <br /> eastern half of the property is also included in the Silt Urban Growth Area. The following is a <br /> description of these designations: <br /> • Residential Medium. This would include small farms, estates, residences, and <br /> clustered residential subdivisions. The density of residential uses is one dwelling unit <br /> per six to 10 acres. <br /> • Silt Urban Growth Area. The eastern half of the parcel is within this area. County <br /> policies include consideration of the future land use patterns expected with the <br /> growth of the Town of Silt's development area. <br /> The proposed mineral resource extraction activities and the post mining conditions as <br /> passive open space are allowable within these adopted local land use plans and programs. <br /> 6.3 Implementation of the Reclamation Plan <br /> The plan and general schedule for when and how reclamation will occur throughout the <br /> mining phases is provided on Figure 14, Exhibit E1 and Figure 15, Exhibit F1 including <br /> extent, location, and sequence for reclamation. These exhibits also specify the final grading, <br /> seeding, revegetation and topsoiling. <br /> 6.3.1 Topsoil Segregation, Preservation, and Replacement <br /> The excavated topsoil will be used for berm surfacing during Phase 1 to support the <br /> revegetation of the site, with the excess stockpiled and stabilized adjacent to the Operations <br /> Pad. Stored topsoil and growth medium will be replaced evenly to a depth of 4-6 inches <br /> unless site conditions preclude this depth. Soils will not be worked when wet to avoid <br /> mixing, loss of topsoil, and potential erosion issues. <br /> All stockpiled topsoil that is stored for sale is expected to be sold within 180 days. Any <br /> remnant material not sold than 180 days will be surrounded by erosion control logs for <br /> stabilization and prevention of sediment discharge until sold. <br /> 6.3.2 Final Grading <br /> Final grading of the site is depicted in Figure 15, Exhibit F1. This figure shows the <br /> anticipated grading for reclamation. Typical sections are also provided in Figure 11, Exhibit <br /> C6. The intention is for the site to use as much topsoil and fill dirt as necessary to complete <br /> reclamation, with the remainder sold as topsoil and clean fill, respectively. <br /> The pond that will develop within the excavation area is planned to be the final condition for <br /> that portion of the site. There are no natural surface drainages that intersect the pond area, <br /> and conveyance of ephemeral flows in the vicinity will be unaffected. The Last Chance Ditch <br /> Tailwater Channel will continue to discharge into the pond, as previously described (Section <br /> 5.2.3.3). <br /> 6.3.3 Seeding <br /> There are different types of seed mixes to support stabilization and reclamation of the <br /> upland and wetland portions of the site. Figure 14, Exhibit E1 provides specific information <br /> regarding the seed mixes and the locations and extent where the seed mixes will be applied. <br /> 38 <br />
