2.03 APPLICATION FOR PERMIT FOR SURFACE COAL MINING AND <br />RECLAMATION OPERATIONS: 'MINIMUM REQUIREMENTS FOR <br />LEGAL, FINANCIAL COMPLIANCE AND RELATED INFORMATION <br />2.03.1 Objectives <br />The objective of this Section is to insure that the Division receives all relevant <br />information regarding ownership and control of the surface area and adjacent areas <br />to be affected by the operations, the compliance status and history of the Terror <br />Creek LLC, Terror Creek Loadout and other important information. <br />2.03.2 Responsibilities <br />Within this application, TCLLC provides the Division with information for approval of <br />operation and reclamation of a small coal loadout facility under the requirements of <br />the Colorado Regulations for Coal Mining. As discussed throughout this application, <br />the format of this text parallels the Colorado Coal Mining Regulations. This <br />application focuses on the requirements of Rule 2.04, Rule 2.05, and Rule 2.06. <br />2.03.3 Format and Supplemental Information <br />TCLLC has attempted to delineate information contained within this application as <br />clearly and concisely as possible, and be consistent with the scope of the various <br />applicable regulations. Where possible, all support information has been referenced <br />when obtained from knowledgeable individuals or by particular publications within <br />given areas of expertise.
