Based on the <br />topographic information provided by the mine, the spoil fill site area has side slopes within the <br />valley greater than 20° and would therefore classify as a “valley fill” according to regulations3 for <br />excess spoil fills. Colowyo has constructed a rock lined drainage ditch at the bottom of the valley <br />and it will eventually be covered with spoil. <br />GEOTECHNICAL ENVIRONMENT <br />A geotechnical investigation program consisting of four boreholes was conducted in the area of <br />the planned spoil dump in 2009. In terms of geology, the boreholes indicate that the surficial soil <br /> <br />3 Colorado Mined Land Reclamation Board (CMLRB) (2005), “Regulations of the Colorado Mined Land Reclamation <br />Board for Coal Mining,” Denver, Colorado: Colorado Division of Minerals and Geology (now Colorado Division <br />of Reclamation Mining & Safety).
