Introduction <br /> The Colorado Division of Reclamation, Mining and Safety (the Division), received an application <br /> for a permit revision to conduct surface coal mining and reclamation operations at the Trapper Mine <br /> Inc. The application was submitted by Trapper Mining, Inc. (TMI) who operates the mine. The <br /> Trapper mine is located on state and private lands within Moffat County, Colorado. <br /> The review process for permit revisions as well as detailed information concerning the findings of <br /> compliance are described in the Colorado Surface Coal Mining Reclamation Act(C.R.S. 34-33-101 <br /> et seq.) and the Regulations of the Colorado Mned Land Reclamation Board for Coal Mning. Rules <br /> referred to in this document are contained within those regulations. Specific information about <br /> TMI's mining and reclamation operations can be found in the permit application and permit revision <br /> applications on file with the Division of Reclamation, Mining and Safety, 1313 Sherman Street, <br /> Room 215, Denver, Colorado 80203 and, in DRMS's document management system at the <br /> following website: <br /> http://drmsweblink.state.co.us/drmsweblink/search.aspx?dbld=O <br /> This Findings document comprises the decision package prepared by the Colorado Division of <br /> Reclamation, Mining and Safety (the Division)for TMI, Permit Revision No. 11 (PRI 1), and <br /> includes: <br /> 1. The proposed decision to approve the permit revision application. <br /> 2. A summary constituting: <br /> a. A history of the review of the permit revision application. <br /> b. A description of the environment affected by the operation. <br /> C. A description of the mining and reclamation plan. <br /> 3. The written findings of compliance the Division prepared as required by the <br /> Colorado Surface Coal Mining Reclamation Act. <br /> This permit revision(PRI 1), application comprises an updated mining and reclamation plan for the <br /> new permit term. This permit revision proposes to disturb an additional 235.5 acres within the <br /> approved permit area during the 2023-2027 permit term and includes expanding the permitted mine <br /> area by 137.1 acres on the NW corner of the site. <br /> In the L-Pit, additional dip-line as well as strike-line cuts will be completed. In the western portion of <br /> the mine, I Pit(Middle and East) and J-Pits (West) will continue to be opened towards the west in <br /> sections and highwall mined. C-Pit,will be opened down dip of previous mining and will be <br /> highwall mined. Mining associated with C-Pit are located in areas that were previously surface mined <br /> and Phase III released. The 137.1 acres of new permit area are located on the northwest side of the <br /> site. When PRI 1 was submitted, TMI proposed to open a new pit(I-Pit West) and highwall mine <br /> into the 137.1-acre expansion area. However, during the adequacy review process, TMI withdrew <br /> their proposal to mine I-Pit West. However, TMI still maintains the proposal to expand the permit <br /> area as originally proposed with PRI 1. New mining in the western portion of the site will require the <br /> construction and or modification of three sediment control structures. During the 2023-2027 permit <br /> term, continued reclamation of the site is proposed and will encompass finish grading, topsoil and <br /> 1 <br />
