Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste R -Topsoil <br /> COMMENTS <br /> This was a partial inspection conducted by Lucas West of the Colorado Division of Reclamation,Mining and <br /> Safety's Active Mines Program. The site is in final reclamation,and not active the day of the inspection. It was <br /> actively snowing at the time of the inspection with very low visibility. Due to the excessively snowy and muddy <br /> conditions of the site the inspection confined to accessible roads and areas. Three Photos accompany this report to <br /> illustrate the observed site conditions. <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1;Approximate Original Contour 4.14.2;Highwall Elimination 4.14.1(2)(f); <br /> Steep Slopes 4.14.2,4.27;Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> The Morgan Property alfalfa fields were observed and no signs of settling or slumping was observed. The <br /> fields were covered in snow,with very low visibiltiy but the fields appeared to be in good condition at the time of <br /> the inspection. Photo One shows an example of the fields as well as the conditions. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage —Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Due to the conditions of the site and the weather only Pond 016 was observed as well as the surface water <br /> control structures in the immediate vicinity. Pond 016 was snow covered with no observable water within it. <br /> The ditches leading to the pond were also snow covered,however appeared to be free from any obstructions or <br /> debris and able to function as designed. Pond 016 can be seen in Photo Two. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> The only visible topsoil stockpiles were located at the Johnson Property Storage Area. Of the stockpiles <br /> observed,no evidence of erosion or material transport was noted and the stockpiles appeared to be in good <br /> condition. All ring berms appeared to be functioning as designed. An example of the stockpiles and conditions <br /> can be seen in Photo Three. <br />
