The property is ideally situated in the <br /> Colorado River basin, where valuable sand, gravel and other construction materials <br /> have accumulated over time. <br /> Permitting Process <br /> The permitting process for this property has been an ongoing since 2019, and has <br /> entailed extensive work with both Garfield County's Planning Department and the <br /> Division of Mining, Reclamation and Safety (DRMS). IHC Scott's experience working with <br /> DRMS staff has been collegial and cooperative. DRMS staff have always been willing to <br /> communicate expectations and clarify or respond to questions as they arose during the <br /> permitting process. The reality is that the delays regarding this specific permit have <br /> virtually nothing do to with DRMS or its staff; the substantial delays experienced <br /> throughout this permitting process have been in relation to the Land Use Change Permit <br /> Application submitted to Garfield County (which has now been conditionally granted). <br /> On at least two occasions, the Garfield County Planning Department indicated the <br /> pending permit application either could not move forward or could only move forward <br /> against the Planning Department's recommendation due to objections raised by <br /> neighboring landowners. The initial mining plan included a dewatering operation which <br /> would have re-routed run-on water from the adjacent property to the east, via a ditch <br /> around the mining operations to a point where it historically left the Rifle Pit property. <br /> However, because the ditch alignment would have been adjacent to the neighboring <br /> An Equal Opportunity Employer <br />
