EXHIBIT L PERMANENT MAN-MADE STUCTURES <br /> A&S Construction Co. attempted contact with Southeast Colorado Power Associate, Lumen and <br /> CenturyLink to discuss structure agreements for onsite structures. Southeast Colorado Power <br /> Association signed an agreement that is attached. Lumen and CenturyLink disregarded attempts <br /> to contact them. Lumen's onsite phone number was called(see photo below). The first attempt <br /> resulted in Lumen telling A&S Construction Co. to call 811. The second attempt resulted in <br /> being forwarded to an unknown supervisor. A voicemail was left on February 15t', 2023 <br /> regarding the need to discuss the structures near this permit boundary. No return call or email <br /> has been received from Lumen. Since there were no other methods of contact given at the onsite <br /> location markers,A&S Construction Co. has been unable to reach Lumen for discussions on an <br /> agreement for this site. CenturyLink was sent two separate emails, which are attached for <br /> review. No response has been received for either. <br /> A slope stability analysis for the CenturyLink and Lumen lines is included in this permit <br /> application. The analysis also includes the landowner's fence and State Highway 96. The <br /> landowner signed a lease agreement that discusses how he'd like the fence to be left upon <br /> completion, but for added assurance the analysis was done on this structure as well. The State <br /> Highway will be reconstructed by A&S Construction Co. During this reconstruction,the road <br /> and ancillary structures(such as the guardrail)will be rebuilt.
