Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste N -Topsoil <br /> COMMENTS <br /> This report documents the Division's observations taken during a partial inspection of the <br /> Roadside Mine conducted on February 27, 2023. The inspection was conducted by Clayton <br /> Wein of the Division. The operator, Snowcap Coal Company, was represented by Tonya <br /> Hammond during the inspection. The weather was cloudy and windy, with a temperature of 37 <br /> degrees F. The ground conditions were partly dry and muddy. <br /> RECLAMATION SUCCESS -Rule 4.15, Rule 3: <br /> The remaining permitted disturbance within the permit boundary is 0.4 acres referred to as the TR-69 <br /> Repair Area. Reclamation was completed in the fall of 2019. The disturbed area was marked by several T-posts. <br /> During the inspection all T-posts were observed to be intact and placed in the correct locations. One T-post on the <br /> southern side of the area had a mine identification sign posted on it. The reclaimed area was observed to be stable <br /> with no indications of erosional features (Photos 1, 2 and 3). Vegetation from the previous growing seasons was <br /> observed covering the site and helping stabilize the reclamation. Vegetation had not yet started to grow for this <br /> year. The straw waddles were located on the down-gradient portions of the reclaimed area at the boundary of the <br /> disturbed area. The straw waddle were in good condition. No off-site impacts were observed. The portion of the <br /> permit area the TR-69 Repair Area is located in is in the southwestern permit area referred to as Tract 71. In <br /> previous inspections,the Division had observed that the landowner had removed scrap materials from Tract 71. <br /> During this inspection,more scrap materials had appeared to have been removed. The Division has also <br /> documented in previous inspection reports that the landowner had bladed the entire western portion of Tract 71. <br /> There was no indication of any new blading activity at the time of this inspection.
