The operator, Ready <br /> Mixed Concrete Company, LLC ("RMCC"—which is a wholly-owned subsidiary of Brannan), <br /> proposes no changes to the Mining Plan or Reclamation Plan currently approved by <br /> Reclamation Permit No. M-2001-046. <br /> As background, at the conclusion of the adequacy review for the permit's first amendment <br /> (AM-01), RMCC agreed to submit a TR detailing two aspects of water quality: 1) the baseline <br /> analytical results compared with standards of Tables 1-4 of the Interim Narrative Standard prior <br /> to mining; and 2) a detailed sampling and analysis plan describing how the operator will <br /> monitor groundwater conditions, as well as insure/document that the water quality will meet <br /> the Interim Narrative Standards during operation and prior to release. <br /> While no cause for regulation under Construction Material Rule 3.1.7(7) was presented or <br /> established in the record, and there is no reasonable expectation that adverse impacts to water <br /> quality will occur, the operator commits to performing annual water quality monitoring once <br /> the mine is operational. Attached please find an updated Groundwater Monitoring Plan <br /> ("Mitigation Plan for Potential Groundwater Impacts") that includes a Groundwater Quality <br /> Monitoring Plan section and map of nearby wells. The operator will sample water quality from <br /> these piezometers: Nix-Owens-Mon 4, Nix-Owens-Mon 5A, Nix-RMCC-Mon 6, Nix-RMCC-Mon <br /> 7, and Nix-RMCC-Mon 8 annually. The samples will be analyzed for the analytes listed in Tables <br /> 1 through 4 of the Water Quality Control Commission's "The Basic Standards for Ground <br /> Water," excluding the radiological section of Table 1. In the event of an exceedance of the <br /> standards set forth in Tables 1 through 4, other than an exceedance established as a baseline <br /> condition, the operator will notify DRMS of such results.
