• .4
Colorado Inactive Mine Reclamation Program
CLOSEOUT REPORT
BOND FORFEITURE PROJECTS
Introduction: Jasper Pit reclamation constructed during October 2013 by RM2 LLC as part of multi-bond forfeiture project
called Biscuit Rock which contained three other sites within the general Uravan, Colorado area.
Permit Information
Permit Number Operator Name Mine Name
P-1991-001 Axiom Mining Jasper Pit
Type of Mine— Placer Commodity Mined-Metal
PRE-RECLAMATION SITE CONDITIONS
Several large placer gravel piles remained from mining operations on the east side of Highway 141. The access roads to
the gravel pile are still in use by current property owner, Wiemer Ranch c/o Joesph Weimer P.O. Box 590, Nucia, CO 81424.
Contact was made with Jody Wiemer and agreed to reclamation actions. The eastern side of Highway 141 contained larger
cobble terraces that had varied coverage of native shrub and sagebrush. The eastern side was located in the floodplain
and after contacting U.S. Army Corps of Engineer, consultation would have been required to allow equipment, therefore all
work on the eastern side of Highway 141was completed by hand.
BIDDING/CONSTRUCTION INFORMATION
Reclamation work constructed as part of multiple Bond Forfeiture project called the Biscuit Rock awarded to RM2, LLC of
Clifton, Colorado. The bid document included$3000.00 for bid item 3.1 =Jasper Pit Regrading$1500.00/acre for two acres
in addition to$6000.00 for bid items 3.2—Truck Stop Revegetation: $2000 00/acre for three acres. Mobilization($4,000.00)
and SHEAP($500.00)costs were shared between the four different Bond Forfeiture projects. Shared cost is$1,125.00/
site.
Type of Bid- Invitation Formal - Bid as the_Biscuit Rock Project, PKA-13-704
PO Number Contractor Name &Address Construction Bond Amount
1300000041 Dates $ 2,850.00
RM2, LLC Start. 10/25/2013
P.O Box 1418
Clifton, Colorado 81520
PO Date
4/24/2013 End: 11/18/2013 Project Cost
$ 10,125.00(Deficit of$7,275.00 paid via
FMS2)
Construction Work Description
The contractor, Mike Frick of RM2, LLC mobed a John Deere 310J rubber tired backhoe from the Return Mine site on
10/25/2013. RM2 had previously mobed a 25 foot flatbed trailer with weed free certified mulch and trailer containing Biosol
and seed. Work began on 10/25 but was temporarily discontinued from November 1 to November 18 to allow RM2 to work
on a mine safety closure project that had wildlife clearance deadlines.
Two placer gravel piles -one located just east of Highway 141, 1/2 acre in size consisted of steep, approximately 2:1 slope
unconsolidated loose placer waste material was regraded to an approximate 5:1 slope and roughened with backhoe. The
second similarly steeply sloped pile was located upland about 500 feet east of Highway 141 was regraded to a shallower
slope and included finer materials at the surface, The area west of Highway 141 was hand raked in areas with finer
materials to allow reseeding. Coarser gravel areas were hand shoveled in 3 foot spacings and islands of seed or replanting
of sagebrush was employed. Revegetation included 1) hand spreading of native seed mixture and 2)application of 400
lbs/acre of organic fertilizer Biosol and 3) mulching with certified weed free mulch applied at a rate of 2 tons/acre.
Remaining Reclamation Requirements and Estimated Cost
Revegetation of the coarse gravel material in the arid environment without equipment could benefit from additional
reclamation efforts—estimated costs$7500.00.
As of 05/14/09
