Colorado Inactive Mine Reclamation Program <br /> CLOSEOUT REPORT <br /> BOND FORFEITURE PROJECTS <br /> Introduction: The New Europe Project is located in Clear Creek County, between Idaho Springs and Dumont north of <br /> Interstate 70 at the end of North Spring Gulch Road. The purpose of this project was to reclaim this hard rock mine, in <br /> accordance with the approved mining and reclamation plan. The New Europe Prospecting Notice of Intent (NOI) was <br /> revoked and the financial warranty was forfeited in 2004. <br /> Permit Number Operator Name Mine Name <br /> P-1989-071 Harold D. Slaughter New Europe Mine <br /> Type of Mine—Adit to a winze Commodity Mined—prospecting for gold and silver <br /> PRE-RECLAMATION SITE CONDITIONS — The New Europe Mine was an underground mining operation located at an <br /> elevation between 8,600 feet and 8,800 feet above sea level, in Clear Creek County on USFS land. Mining at the New <br /> Europe Mine began in 1989 and continued up until approximately 1992. The minimal amount of underground development <br /> was done during this period. The total disturbed area covers less than one (1) acre. The minerals extracted include gold <br /> and silver. The State of Colorado, Division of Reclamation, Mining and Safety revoked the New Europe Mine permit and <br /> forfeited the bond in 2004. <br /> At the time this project began, a cabin, shop, and trailer were still onsite along with a collapsing tunnel covering to the portal. <br /> Subsidence above the portal entrance and into the sunken shaft. <br /> BIDDING/CONSTRUCTION INFORMATION -The project consisted of demolition and removal of three (3) permanent mine <br /> structures, removal of a trailer and its contents, securing an adit using a grated closure with bat access welded to a <br /> Corrugated Steel Pipe (CSP), backfilling a subsidence feature above the adit, removal of all remaining trash and debris, and <br /> revegetation of disturbed areas. This site was reclaimed using the forfeited bond money, State Severance Tax money, and <br /> USFS grant funds. <br /> Type of Bid: Contractor Name: Construction Dates: Bond Amount: <br /> David Kipp—DGK Contracting $1,900.00 <br /> Documented Quote Start: 9/20/2010 <br /> 11072 Conifer Mountain Road Project Cost: <br /> Conifer, CO 80433 End: 9/27/2010 $ 72,666.50 <br /> Construction Work Description—Work began on September 20, 2010 with an assessment of the site and delivery of the <br /> roll-away dumpster. The crew sorted and disposed of"loose"debris found in the shop building and scattered across the site. <br /> Asbestos abatement began on September 21 and ended mid-day on September 22, 2010. During these two days the crew <br /> installed the silt fence and continued emptying the shop building and cabin, where no asbestos work was required. Once the <br /> site was certified as asbestos free by a third-party consultant mid-day on the 22"d, general demolition began. The trailer and <br /> house were demolished by COB on the 22nd, and the remainder of the structures were demolished on the 23`d. September <br /> 24, 2010 had the crew cleaning up leftover loose debris, and installing the CSP and the rollaway was hauled off. On the 25th <br /> the crew began ripping the site. On September 26th the site was re-graded from end to end, with slopes reestablished at <br /> between 2:1 and 3:1 slopes. The CSP was covered and the remainder of the hillside was rebuilt. On the final day of <br /> construction at this site the crew broadcast seed provided by DRMS. Erosion control blankets that had been delivered the <br /> day before were then stapled into the soil. Final clean-up on the site was done, and any remaining heavy equipment was <br /> demobilized. <br /> Final inspection was performed on September 30, 2010.
