Colorado Inactive Mine Reclamation Program
CLOSEOUT REPORT
S.P. Chase Bond Forfeiture Project P-1999-008
Introduction: The S.P. Chase/Partner Newcomb mine is located in Section 13, Township 3S, Range 73W in Gilpin County,
Colorado. A Notice of Intent to Conduct Prospect Operations permit was issued to Barnhard Mining Co.,LLC on June 17th
1999. The permit was revoked on March 13, 2017 for failure to submit annual fees and failure to complete an annual report
and maps.
Permit Information
Permit Number Operator Name Mine Name
Albert Barnhard, Barnhard S.P.Chase, Partner Newcomb
P-1999-008 Mining Co., LLC
Type of Mine-Metal Commodity Mined- Gold and Silver
Pre-Reclamation Site Conditions The site contains a large waste pile and a mine shaft with a headframe. The waste pile was
in existence prior to the issuance of the permit and no mining occurred since the permit was issued. Consequently,
reclamation was focused on the safeguarding of the shaft. The main S.P. Chase shaft is comprised of two compartments.
Prior to reclamation, a grated door covered the main shaft compartment. However, the door did not have a lock box. The
manway compartment, with a dimension of four feet(4 ft) by six feet(6 ft), was open. A chain link fence with an unsecured
gate was installed around the manway.
Bidding/Construction Information
Prior to bidding the project the landowner of the mine, Mabel Smith, was contacted. Also, the caretaker of the site, Steve
Light, was informed of the proposed project work. Steve McCollum, from McCollum's Excavating conducted a site visit with
DRMS on September 25th, 2018. McCollum's Excavating submitted a bid in the amount of$7,600 on September 25th, 2019.
Due to Gilpin County fire bans on welding, it was not possible to complete the work in 2018. The project work commenced
on August 5th, 2019 and was completed on August 9th, 2019.
Type of Bid Direct Bill/Discretionary Purchase
PO Number Contractor Name &Address 1 Construction Bond Amount
2019-00006112 Dates $7,600
McCollum's Excavating
P.O. Chase mine shaft. A hasp, new hinges and lock box were installed on the existing grate
which covers the main compartment of the shaft.
Remaining Reclamation Requirements and Estimated Cost
There are no further reclamation requirements for the site. However, it would still be beneficial to amend the waste pile with
compost and lime in order to revegetate the site. The estimated cost of revegetation is $20,000.
As of 05/14/09
