Colorado Division of Reclamation, roject Summary <br /> Mining & Safety <br /> FRANKLIN MINE BOND FORFEITURE <br /> Clear Creek County, Colorado — 2009 <br /> Franklin Mine and Mill M-1983-083 <br /> • <br /> Project Location and Background <br /> 4 <br /> The Franklin Mine and Mill is an underground gold mine located ''' ` 7, ' <br /> approximately 2.7 miles north of Idaho Springs in Clear Creek <br /> County, Colorado. A Hard Rock Mining and Reclamation <br /> Permit was issued by the State of Colorado in 1983. The mining Y • <br /> operator did not fulfill their reclamation obligations, so in 2008 <br /> the State of Colorado, Division of Reclamation, Mining and <br /> Safety revoked the Franklin permit and the forfeited the financial <br /> warranty. A combination of forfeited bond money, emergency — <br /> response funds and severance tax money was used to reclaim the -- <br /> site. <br /> The Franklin Mine is situated on private land but is surround by <br /> other private mining claims,residences and public land. All building <br /> material was free of asbestos and disposed of at an off site <br /> is situated in Gilson Gulch which is a tributary of Clear Creek. landfill. Below: Regraded slope at Mill&Pond 4. <br /> The Franklin Mine is comprised of an underground mine, two <br /> tailings impoundments (Ponds 4 and 5), two reclaimed ponds <br /> (Ponds 1 and 2), a partially demolished mill facility, two shafts `' • <br /> (Franklin and Freighter's Friend), the mine office and assay ••+s. <br /> laboratory, two trailers, equipment storage and maintenance area } <br /> and mining related debris. The site also contains numerous <br /> containers of used oil products,chemicals,hazardous waste and a <br /> non-PCB transformer. All hazardous waste was removed by . . <br /> Belfor Environmental under a separate project. ��. -•./z•• <br /> The goal of the reclamation project is to reclaim the site in <br /> accordance with the reclamation plan, and create a post- <br /> reclamation landform which is stable and supports vegetation. In <br /> order to accomplish this goal, Gilson Gulch was reconstructed to <br /> handle heavy thunderstorm runoff, hazardous waste and, mining <br /> structures and debris were removed, the disturbed areas were <br /> graded to match the surrounding area, the soil was amended and Land Owner: <br /> the site revegetated. Private <br /> General Contractor: <br /> Construction Summary Colorado Cleanup Corporation <br /> Construction began on Monday August 30,2009 with equipment 16 Inverness Place East,Bid.D,Suite 100 <br /> Englewood,CO 80112 <br /> and materials being mobilized to the project site.
