Colorado Division of Reclamation, roject Summary Mining & Safety FRANKLIN MINE BOND FORFEITURE Clear Creek County, Colorado — 2009 Franklin Mine and Mill M-1983-083 • Project Location and Background 4 The Franklin Mine and Mill is an underground gold mine located ''' ` 7, ' approximately 2.7 miles north of Idaho Springs in Clear Creek County, Colorado. A Hard Rock Mining and Reclamation Permit was issued by the State of Colorado in 1983. The mining Y • operator did not fulfill their reclamation obligations, so in 2008 the State of Colorado, Division of Reclamation, Mining and Safety revoked the Franklin permit and the forfeited the financial warranty. A combination of forfeited bond money, emergency — response funds and severance tax money was used to reclaim the -- site. The Franklin Mine is comprised of an underground mine, two tailings impoundments (Ponds 4 and 5), two reclaimed ponds (Ponds 1 and 2), a partially demolished mill facility, two shafts `' • (Franklin and Freighter's Friend), the mine office and assay ••+s. laboratory, two trailers, equipment storage and maintenance area } and mining related debris. The site also contains numerous containers of used oil products,chemicals,hazardous waste and a non-PCB transformer. All hazardous waste was removed by . . Belfor Environmental under a separate project. ��. -•./z•• The goal of the reclamation project is to reclaim the site in accordance with the reclamation plan, and create a post- reclamation landform which is stable and supports vegetation. In order to accomplish this goal, Gilson Gulch was reconstructed to handle heavy thunderstorm runoff, hazardous waste and, mining structures and debris were removed, the disturbed areas were graded to match the surrounding area, the soil was amended and Land Owner: the site revegetated.
