The Division has noted this discrepancy in the provided Trapper's RCE.No changes were applied to the
Division's RCE.
• Also, the L Pit and N Pit Truck/Excavator costs, in the CIRCES estimate, were based on
CAT 385/777 fleets, whereas in the Trapper estimate they were based on CAT
6090/Komatsu 830E productivity and unit costs.
L Pit and N Pit Truck/Excavator support equipment, fleet and%utilization have been updated for
accuracy and consistency.
• The three largest differences in Truck/Excavator Backfill& Grading costs are seen in the
CPit($1,538,685),L Pit(-$1,458,159), and NPit(-$2,343,561) estimates. In these
cases, the higher values are from the CIRCES Estimate.
• In regards to C pit, since the fleets were the same in the estimate (both Trapper&
CIRCES), the question of the difference in haul simulation arises, in that, 693 more hours
(than Trapper's est.)were required to complete the task in the CIRCES estimate.
• With respect to L and N Pits, the difference in productivities and hours may possibly be
(more, or less), attributable to the differences in equipment fleets (i.e. CAT 60901
Komatsu 830E vs CAT 3851777).
• A better understanding of how CIRCES'haul simulation estimates productivities and
project completion hours may shed light on why there appears to be differences with
Trapper's haulage simulation program "TalPac".
As noted earlier in this letter by the Division, support equipment and%utilitzation for Truck/Excavator
tasks have been updated which partially contributed to some of the differences observed between TalPac
and CIRCES.However, the majority of these cost differences can be summarized in the difference
between how TalPac and CIRCES applies assumptions and correction factors along with a potential error
in TalPac cycle times. In order to perform an equal comparison, the Division calculated a"test"
Truck/Excavator task using "L Pit Sec 401,700"and compared it to the provided TalPac Production
Summary—Full Simulation for that that task. These summaries are provided at the end of this letter under
Appendix 2. What the difference and its impact on direct cost for Truck/Excavator tasks that were found
were:
1. Job Condition Correction. CIRCES takes into consideration an applicable correction factor for
job site condition of 0.83.This correction is applied to the overall LCY/hour productivity
calculated which reduces the productivity by 17%. While Trapper recognizes the Job Condition
Correction of 0.83 in the provided Table A-2.8,when reviewing the TalPac Production Summary,
it does not appear it has been applied to Trapper's productivity. This leads to a larger productivity
in LCY/hour compared to CIRCES.
2. Average number of loader bucket passes to load a haul truck. CIRCES rounds down the nearest
whole bucket pass. It appears based on the production summary,TalPac caries through partial
bucket passes in its calculation. This leads to increased haulage amount per truck compared to
CIRCES.
3. Cycle Time (potential TalPac error). The following table is a comparison of the Division and
TalPac cycle time for the associated task:
Trapper Mine RCE Memo February 3,2022
