Rifle Gravel Pit #1 January 2023
1.3.1.1 Affected Lands
Figure 2, Exhibit B depicts the Permitted Area, Affected Area, and 200-foot offset from
Affected Lands. The Affected Land area is 19.00 acres.
1.3.1.2 Planned Material Storage Area
The excavated wet gravel material will be stockpiled at the site of extraction and allowed to
drain into the excavated pit and/or the underlying substrate. After the material is dry
(approximately 24 hours), it will be transported to the Stockpile Area, where it will be stored
until ready for loading at the adjacent Operations Area. The Operations Area will be a
graded, compacted, graveled pad used to store equipment, pipes, fuel, scale house,
restroom trailer and construction materials. Stockpiled material to be screened will be placed
away from the active mining locations, and adjacent to the Operations Area as shown in
Figure 9, Exhibit C4 and Figure 10, Exhibit C5, which depict the mining activity extent at
30% and 60% mined conditions, respectively.
1.3.1.3 Planned Topsoil & Overburden Storage Area
The extent of the planned stockpile areas was calculated assuming that all overburden
material and topsoil that are not used for the construction of perimeter berms will be
stockpiled on site, and retained for final reclamation purposes, with surplus material to be
sold as topsoil and clean fill, respectively. The location of the Stockpile Area is depicted on
Figure 9, Exhibit C4 and Figure 10, Exhibit C5. Earthwork volume calculations are
provided in Figure 14, Exhibit E2. A typical soil profile illustrating the average conditions
underlying the Permitted Area is provided in Figure 12, Exhibit D1.
Approximately 0.5 feet of topsoil material on average will be cut from the Affected Lands,
corresponding to approximately 9,018 cubic yards (CY), of which 2,221 CY will be used for
topsoil and revegetation of the earthen berm and 566 CY will be used for reclamation in the
pond wetland slope area. The remaining 6,231 CY will be sold as topsoil for landscaping
and other reclamation projects.
Between 1-5 feet of overburden material on average will be cut from the Affected Lands,
corresponding to approximately 45,093 CY, of which 11,303 CY will be used for construction
of the earthen perimeter berms. The remaining 33,790 CY will be sold as clean fill material
for other projects.
These stockpile areas will be placed as shown, outside of the mining footprint but inside the
perimeter berm, which provides physical separation between the stockpiles and any wetland
or tailwater channel buffer areas and will prevent inadvertent sediment discharges.
1.4 Total Parcel Size
The Rifle Pit #1 Property Boundary/parcel size is 58.7 acres.
1.5 Commodity to be Mined
The site has approximately 292,810 CY of (dry) sand and gravel that will be mined from the
property to provide materials for future projects. The projected duration of the commercial
mining activities is three to five years.
2
