(J&T Consulting)contracted SWCA Environmental Consultants(SWCA)to
conduct a cultural resource review and reconnaissance survey to support the proposed Fairmeadows RV
Storage Facility and Gravel Mining Pit Project(project). The project consists of the new construction of a
recreational vehicle(RV)storage yard and gravel mining pit on an approximately 86-acre lot(Parcel No.
096103300067),hereafter referred to as the project area,in Greeley,Colorado,on mostly undeveloped
farmland owned by Sunset Industrial,LLC(Sunset Industrial)(Figures 1 and 2).Development of the RV
storage facility, which will cover approximately 25 percent of the parcel, will be subject to permitting
through Weld County, and development of the gravel mining pit, which will cover the remaining 75
percent of the parcel, will be subject to permitting with both Weld County and the State of Colorado. The
purpose of the review and reconaissance survey is to assess the project area for the presence of
archaeologically and potentially sensitive cultural areas to assist J&T Consulting and the project
proponent in determining if any pre-existing cultural resource issues may impact the project and to
support both the county-level and state-level project permitting. This technical memorandum provides a
description of the project area and land use,the methods used by SWCA cultural resources specialists to
complete the review and reconnaissance survey,a summary of the results of the review and the
reconnaissance survey, and recommendations as they relate to the proposed project.
PROJECT AREA AND LAND USE
The project area is located northeast of the East 8th Street/Colorado State Highway 263 and Weld
County Road 43 intersection at 1507 East 8th Street in Greeley,Weld County,Colorado,on the west side
of Section 3 of Township(T)5 North(N),Range 65 West(W),as depicted on the 1950, 1980
photorevised,U.S.Geological Survey(USGS)Greeley,Colorado,7.5-minute quadrangle(see Figures I
and 2).Aerial imagery of the project area depicts the parcel as an approximately 50-percent-disturbed
(mechanically graded)open farm field within the irregularly shaped parcel, surrounded on the north and
east by low-rise hills covered in open grasslands and sparse tree clusters.A series of four building clusters
are at the base of the low hills.
