HF Ririe t3rave Pi' M: y 2022 <br /> 1.1.3 General Schedule of Operations <br /> The Rifle Gravel Pit #1 will operate from 7 a.m. to 7 p.m. Monday through Friday, and <br /> weekends, as needed. Excavation operations will occur on an 8-month seasonal schedule, <br /> generally April — November as temperatures allow. Due to the nature of the wet mining <br /> process, where material is excavated in a saturated state, it is not possible to operate the pit <br /> during periods of freezing temperatures. Sales operations may occur year-round if there is <br /> commercial demand for the material. Approximately 3 to 5 employees will be on site during <br /> the mining operations. No nighttime activities are anticipated. Occasional equipment repair, <br /> or maintenance may be conducted at night, but lighting is anticipated to come from temporary, <br /> mobile sources; the site will not have ambient lighting. <br /> 1.1.4 Access <br /> Access to the property is via the frontage road on the north side of 1-70, accessed via the <br /> Mamm Creek interchange. The frontage road is classified as County Road 346 (Figure 1), <br /> although it is within the CDOT right-of-way for the interstate. Mr. Dale Stephens, Garfield <br /> County Road and Bridge Department, confirmed that the access permit for this project is <br /> through CDOT. Appendix B includes a copy of the signed CDOT State Highway Access <br /> Permit. <br /> 1.1.5 Permits <br /> Expected permits (and non-ministerial approvals or consultations) for this development <br /> include: <br /> • Garfield County: Land Use Change Permit (Major Impact Review, Major Impact <br /> Extraction, Gravel Project). <br /> • Garfield County: Fencing Construction Permit <br /> • Garfield County: Grading/Driveway Construction Permit <br /> • Colorado Department of Transportation: Access Permit <br /> • Colorado Department of Health & Environment (CDPHE): Construction Stormwater <br /> Discharge Permit and Stormwater Management Plan <br /> • Colorado Division of Mining, Reclamation, and Safety (DRMS): Construction Material, <br /> Regular(112) Operation Permit <br /> 1.1.6 Request for Waivers <br /> Scott is requesting four waivers: 1) the Water Supply and Distribution Plan standard (Article <br /> 7: 7-104 and 7-105); 2)the Wastewater Treatment Plan standard (Article 7: 7-104 and 7-105); <br /> 3) the 100-foot setback requirement for industrial facilities (Article 7-1001); and 4) the <br /> Waterbody setback requirement (Article 7-203).
