14.0 Exhibit M — Other Permits and Licenses <br /> The following permits are necessary for the full operation of the Rifle Gravel Pit: <br /> • Garfield County Special Use Permit—A Garfield County Special Use permit <br /> application was submitted for Garfield County review and approval. The Garfield <br /> County Board of County Commission Meeting, for approval of the Land Use Permit is <br /> scheduled for January 16, 2023. No operations will commence until the Special Use <br /> permit has been obtained. Attachment F. <br /> • APEN, Colorado Department of Public Health and Environment Air Pollution <br /> Emission Notification Permit—A fugitive dust Permit will be obtained prior to <br /> commencing operations. <br /> • CDPS Permit, Colorado Department of Public Health and Environment—Colorado <br /> Discharge Permit—A stormwater permit will be obtained prior to operations. <br /> • A Spill Prevention Control and Countermeasure (SPCC) Plan will be developed and <br /> submitted prior to mobilizing any chemicals on-site. See Attachment A, Sheet 13 <br /> for the typical details associated with SPCC best management practices for <br /> mining operations. <br /> • Colorado Department of Transportation (CDOT)Access Permit has been granted for <br /> the construction of the access road along CR 346, including all required <br /> Environmental Clearances for the activity taking place within the CDOT right-of-way. <br /> Attachment B. <br /> • An Aquatic Resource Delineation Report was submitted to the USACE (02/28/2022), <br /> presenting the mapping and analysis resulting from the comprehensive wetland <br /> delineation effort completed for the property. The USACE provided a formal <br /> Boundary Confirmation for the submitted delineation, which confirmed the mapped <br /> extent of wetlands and the avoidance of direct impacts to those wetlands <br /> Attachment C. <br /> • DWR Construction Well Permit GWS-62 (Form) or GWS-31 (Form). This will be <br /> submitted prior to any dust control activities. <br /> • This property is not on Federal Lands and does not require permitting or consultation <br /> with federal land management agencies. <br /> • This property is not associated with any historical significance that requires <br /> consultation with the Colorado Historical Society. A Class III cultural resource <br /> inventory indicates no potential to affect potentially Eligible historic sites. <br /> 68 <br />
