h' fl #1 January >+12:s
eastern half of the property is also included in the Silt Urban Growth Area. The following is a
description of these designations:
• Residential Medium. This would include small farms, estates, residences, and
clustered residential subdivisions. The density of residential uses is one dwelling unit
per six to 10 acres.
• Silt Urban Growth Area. The eastern half of the parcel is within this area. County
policies include consideration of the future land use patterns expected with the
growth of the Town of Silt's development area.
The proposed mineral resource extraction activities and the post mining conditions as
passive open space are allowable within these adopted local land use plans and programs.
6.3 Implementation of the Reclamation Plan
The plan and general schedule for when and how reclamation will occur throughout the
mining phases is provided on Figure 14, Exhibit E1 and Figure 15, Exhibit E2, including
extent, location, and sequence for reclamation. These exhibits also depict the final grading,
seeding, revegetation and topsoiling.
6.3.1 Topsoil Segregation, Preservation, and Replacement
The excavated topsoil will be used for berm surfacing during Phase 1 to support the
revegetation of the site, with the excess stockpiled and stabilized adjacent to the Operations
Area. Stockpiled topsoil that are stored for more than 180 days will be seeded with the
upland seed mix described in Figure 15, Exhibit E2 for stabilization until sold.
Recontouring of the Operations Area will occur after the mining and extraction activities
finish. Recontouring to a rough texture will support the establishment of broadcasted seeds
and moisture retention.
Stored topsoil and growth medium will be replaced evenly to a depth of 4-6 inches unless
site conditions preclude this depth. Soils will not be worked when wet to avoid mixing, loss
of topsoil, and potential erosion issues.
6.3.2 Final Grading
Final grading of the site is depicted in Figure 14, Exhibit E1. This figure shows the
anticipated grading for reclamation. Typical sections are also provided in Figure 11, Exhibit
C6. The intention is for the site to use as much topsoil and fill dirt as necessary to complete
reclamation, with the remainder sold as topsoil and clean fill, respectively. If necessary,
additional spoils will be used to fill part of the pond.
The pond that will develop within the excavation area is planned to be the final condition for
that portion of the site. There are no natural surface drainages that intersect the pond area,
and conveyance of ephemeral flows in the vicinity will be unaffected. The Last Chance Ditch
Tailwater Channel will continue to discharge into the pond, as previously described (Section
5.2.3.3).
6.3.3 Seeding
There are different types of seed mixes to support stabilization and reclamation of the
upland and wetland portions of the site. Figure 15, Exhibit E2 provides specific information
regarding the seed mixes and the locations and extent where the seed mixes will be applied.
42
